M <br />• <br />• <br />C: <br />MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Special Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday March 18, 1996 7th Floor County -City Building <br />I. Call to Order <br />John Oxian, president of the commission, brought the meeting to order at 7:35 <br />p.m. <br />II. Roll Call <br />Commission members present were: Richard Bullene, Martha Choitz, Adrian Fine, <br />Catherine Hostetler, John Oxian, Jerry Wiener, & J. Edward Talley. <br />Commission staff present were: David Duvall, director and Aladean DeRose, <br />counsel. <br />Also attending the meeting were: Christopher Craft, Andy Howell, Garry Dib, <br />Rollin Ferrand, Rick Keller, Ken Herceg, and Bruce VonDeylen <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1. 1996-0224, 1215 East Wayne Street North: <br />Mr. Duvall read the Staff comments and distributed., photographs and material <br />specifications. Mr. Talley moved that the commission approve the portion of <br />the application for window replacement. Mrs. Hostetler seconded the motion. <br />Mrs. Choitz observed, that there was no representation on the product <br />literature which actually illustrated the proposed mullion pattern. Mr. Duvall <br />replied that this was correct and that the mullion pattern to replicate the <br />existing pattern (6/1) was described on the application itself. Mr. Duvall <br />further noted that he had observed this day that there are existing wood storm <br />windows present which the commission typically requires to be stored if use is <br />discontinued following window replacement. Mr. Talley amended his motion to <br />include storing of the wood storm windows. Mrs. Hostetler approved this <br />amendment. Hearing no further discussion Mr. Oxian called the question. The <br />motion passed unanimously. <br />Mr. Oxion asked Mr. Duvall about his recommendation to table the other items. <br />Mr. Duvall stated that he had discussed these items with the owner who had <br />been unable to conclusively describe the landscaping proposals at that time. <br />The owner had subsequently left the city and thus no further information was <br />forthcoming at this time. Mrs. Hostetler moved to table the remaining items on <br />the application. Mrs. Choitz seconded this motion. Mrs. DeRose indicated the <br />motion should include lack of information and absence of the owner's <br />representation as cause. Mrs. Hostetler and Mrs. Choitz approved this <br />amendment. THe motion passed unanimously. <br />2. 1996-0228, 1332 East Wayne Street South <br />Mr. Duvall Read the Staff comments and distributed photographs and product <br />specifications. He also noted the presence of the applicant. Mr. Oxian <br />suggested separating the various issues as was done previously taking up the <br />windows first. The applicant requested that he be given latitude regarding the <br />final selection of window manufacturer to enable proper sizing. Mr. Duvall <br />suggested that this would be acceptable so long as the specifications remained <br />the same. Mrs. Choitz moved that the commission approve the windows by Pella <br />or some other manufacturer of the style and dimension presented. Mrs. <br />Hostetler seconded the motion. Hearing no discussion, Mr. Oxian called the <br />
