Leeper Park along the south bank of the St. Joseph River had been established for well over a decade. As the earlier pumping station was already there. evidently city officials saw no problem in first erecting in 1910 a huge six -million -gallon reinforced concrete reservoir a short distance to the east on park land and following it up two _years later with the imposing new building at a cost of a quarter -million dollars. That the North Pumping Station's elegance was a source of civic pride is evidenced by its inclusion in the 1919 Pictorial Souvenir of South Bend.
