r <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1996-0224 <br />PROPERTY -- 1215 East Wayne Street North <br />South Bend, IN <br />OWNER -- Bernard & Patricia Diedrich <br />DESIGNATION -- East Wayne Street Local Historic District <br />RATING -- Contributing (C-9) <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT <br />This Renaissance Revival style dwelling built in 1927 was designed by notable <br />local Architects, Austin & Shambleau for Frank E. Shambleau and his wife <br />Letta. Frank, an autoworker with Studebaker, was the brother of architect, N. <br />Roy Shambleau. Letta's mother, Lena Klinghammer also lived here until her <br />death in 1932. In 1944 the property was sold to Elbert A. Darnell, owner of <br />Darnell's Drug Store. <br />The building is finished in brick with arch -headed windows at the first floor <br />which feature an unusual mullion pattern and a low -sloped hip roof. Notable <br />features include a stone string course at the sill -line of the second story <br />windows and iron balconies at the second floor windows. Existing second floor <br />• windows are wood double -hung type with 6/1 mullion pattern. <br />PROPOSED CHANGE <br />The owners propose to replace the second story windows with new windows per <br />the documentation provided. Replacement windows are to be exterior aluminum <br />clad wood double hung windows with mullion inserts to imitate the existing. <br />The owners also propose to relocate and rehabilitate the rear yard pergola <br />and plantings. <br />STANDARDS <br />The Preservation Guidelines and Standards for the East Wayne Street Local <br />Historic District state: <br />I.B.(1). Required <br />Major landscaping items, trees, fencing,...which reflect the property's <br />history and development shall be retained.... Structures such as: gazebos, <br />patio decks .... fixed garden furniture, trellises, and other similar structures <br />shall be compatible to the historic character of the site and the neighborhood <br />and inconspicuous when viewed from the public way. <br />II.A.(1) Required <br />Original building materials shall be retained. Deterioration of wood materials <br />shall be prevented through repair, cleaning, & painting. The existing or <br />original architectural detail around windows, porches, doors, and eaves shall <br />be retained or replaced by replicas of the same design and material when <br />deteriorated beyond repair.... <br />II.A.(2) Recommended <br />Whenever possible, original building materials should be restored.... Every <br />effort should be made to retain the original trim around windows, doors,... <br />and other architectural Features. <br />
