Mr. Duvall expressed reservations <br />about the effectiveness of surveys, noting the difficulty of designing, <br />collecting, and analyzing them. Anne Bokenkamp suggested focus groups as an <br />alternative means of sampling public opinions and attitudes. Mr. Talley <br />briefly discussed his recent survey of residents in his district, citing the <br />questions pertaining to truck traffic and speed. He inferred from the <br />responses that people may often be unaware of laws. Mr. Oxian suggested <br />contacting other commissions. Mr. Talley indicated that in his discussions <br />with other commissions no-one else owns up to having this problem. <br />Mr. Duvall suggested that the Historic Districts Committee convene to discuss <br />the issue of neighborhood communications and the liaison system. <br />Mr. Talley expressed frustration with being held at fault for administering <br />regulations developed by neighborhoods themselves. Mr. Oxian observed that <br />commissions are the only government bodies which are administrative, <br />legislative, and judicial. He also recalled that the commission is empowered <br />to appoint liaison representatives in the absence of procedural action by the <br />neighborhoods to identify their own. <br />A.
