• <br />r <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1996-0228 <br />PROPERTY -- 1332 East Wayne Street South <br />South Bend, IN <br />OWNER -- Christopher Craft <br />DESIGNATION -- East Wayne Street Local Historic District <br />RATING -- Non—Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This dwelling was built in 1955 combining Contemporary style <br />Colonial Revival massing elements. <br />The building facade is finished in stone at the first story. <br />the house is clad with wide synthetic lap siding. Windows are <br />surrounded by fixed shutters at the facade. <br />features and <br />The remainder of <br />casement type <br />PROPOSED CHANGE <br />The owners propose to replace the existing windows with new windows per the <br />documentation provided. Replacement windows are to be exterior aluminum clad <br />casement windows. They also propose to replace the existing front door with an <br />insulated core metal six panel door with brass latch knocker, and kickplate, <br />to replace the existing full view storm door with a similar door with larger <br />glass area, and to add four low shrubs as foundation planting across the <br />facade. <br />STANDARDS <br />The Preservation Guidelines and Standards for the East Wayne Street Local <br />Historic District state: <br />I.B.(2). Recommended — New site work should be based on actual knowledge of <br />the past appearance of the property. found in photographs, drawings,- and <br />newspapers. New site work should also be appropriate to existing surrounding <br />site elements in scale, type, and appearance. <br />II.A.(1) Required — Original building materials shall be retained. <br />Deterioration of wood materials shall be prevented through repair, cleaning, & <br />painting. The existing or original architectural detail around windows, <br />porches, doors, and eaves shall be retained or replaced by replicas of the <br />same design and material when deteriorated beyond repair.... <br />II.A.(2) Recommended — Whenever possible, original building materials should <br />be restored.... Every effort should be made to retain the original trim around <br />windows, doors,... and other architectural Features. <br />II.C.(1) Required — Original windows and doors including sash, lintels, <br />sills, shutters, decorative glass, pediments, hoods, and hardware shall be <br />• retained or when deteriorated beyond repair, replaced with units resembling <br />the original. <br />RECOMMENDATION <br />The proposed replacement windows are to be Pella brand Proline Series casement <br />windows per the documentation provided.
