• <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT, <br />APPLICATION -- 1996-0307 <br />PROPERTY -- 1724 East Wayne Street <br />South Bend, IN - <br />OWNER -- Jane Werth <br />DESIGNATION -- East Wayne Street Local Historic District <br />RATING -- Contributing (C) <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT <br />This H. R. Stapp designed dwelling was built in 1927 by Whitcomb & Keller. <br />Originally purchased in 1929 by Raymond & Sarah Boner, the house was rented in <br />1930 to Dr. Cecil M. and Electa Sennett who purchased it in 1931. It was <br />subsequently sold in 1933 and by 1935 had become rental property. in 1937 it <br />was purchased by Clinton Knapp, owner of a feed business and his wife Lena. <br />The original style of the house was Tudor Revival which has been obscured by <br />substantial alterations in 1948, including addition of a wing at the rear, a <br />shed dormer above the front porch, a bay window at the front, and enclosure of <br />the porch. The exterior finish of the building is painted brick. Typical <br />• windows are double hung type with 6/6 mullion patterns although several other <br />types are present as additions or replacements. The second story paired window <br />at the facade is surrounded by fixed shutters with cut-out tracery. <br />PROPOSED CHANGE <br />The owner proposes to replace the twelve existing second story windows with <br />new windows per the documentation provided. Replacement windows are to be <br />exterior aluminum clad double hung windows. <br />STANDARDS <br />The Preservation Guidelines and Standards for the East Wayne Street Local <br />Historic District state: <br />II.A.(1) Required - Original building materials shall be retained. <br />Deterioration of wood materials shall be prevented through repair, cleaning, & <br />painting. The existing or original architectural detail around windows, <br />porches, doors, and eaves shall be retained or replaced by replicas of the <br />same design and material when deteriorated beyond repair.... <br />II.A.(2) Recommended - Whenever possible, original building materials should <br />be restored.... Every effort should be made to retain the original trim around <br />windows, doors,... and other architectural Features. <br />II.C.(1) Required - Original windows and doors including sash, lintels, <br />sills, shutters, decorative glass, pediments, hoods, and hardware shall be <br />retained or when deteriorated beyond repair, replaced with units resembling <br />the original. <br />• RECOMMENDATION <br />The proposed replacement windows are to be Pella brand Designer series windows <br />per the documentation provided. the existing mullion patterns are to be <br />replicated.
