CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1996-0306 <br />PROPERTY -- 1414 East Wayne Street <br />South Bend, IN <br />OWNER -- Jennifer Lackman <br />C; <br />DESIGNATION -- East Wayne Street Local Historic District <br />RATING -- Contributing (C/9) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built by Whitcomb & Keller in 1927. The house was designed by <br />H. R. Stapp in a Colonial Revival style reminiscent of French dwellings on the <br />Mississippi Valley. It was purchased by Stapp and his wife Eva, but they never <br />resided there, selling it back to Whitcomb & Keller. It was subsequently sold <br />to Charles Pask, a sales manager with the Industrial Acceptance Corporation <br />located in the Studebaker Administration Building, and his wife Ruth. in 1935, <br />the Prudential Insurance Company foreclosed on the Pask's mortgage and the <br />property was subsequently sold to Prudential in a sheriff'ss tax sale. <br />Prudential sold the property to Richard G. Hudson, manager for the Studebaker <br />Export Company, and his wife Marian. <br />PROPOSED CHANGE <br />The owner requests approval of construction of a rear yard fence per the <br />documentation submitted. <br />S TANDARD S <br />The Preservation Guidelines and Standards for the East Wayne Street Local <br />Historic District state: <br />I.B.2. Recommended - Now site work shall be based upon actual knowledge of the <br />past appearance of the property found in photographs, drawings, and <br />newspapers. New site work should also be appropriate to existing surrounding <br />site elements in scale, type, and appearance. <br />T.B.3. Prohibited - ... front yard areas shall not be fenced and fences shall <br />not extend forward beyond the setback line of the house.... <br />RECOMMENDATION <br />This application has been submitted following the commission's previous denial <br />of this fence as it was constructed without Certificate of Appropriateness or <br />building permit. The present application requests approval of the fence to <br />enclose the rear yard and extending along the west property llnc to the <br />setback established by the front porch. Though constructed of synthetic <br />material, the fence reflects the character of site elements and buildings in <br />the district. Staff recommends approval of the rear yard fend as proposed in <br />this application. <br />DBD <br />lif 1196 <br />
