CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1996-0402 <br />PROPERTY -- 525 Edgewater <br />South Bend, IN <br />OWNER -- Nancy TenBroeck <br />DESIGNATION -- Edgewater Place Local Historic District <br />RATING -- Contributing (C/9) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Dutch Colonial Revival house was built in 1922 by Whitcomb & Keller. The <br />house was purchased by Emma Oppenheim in 1923. Ms. Oppenheim's daughter and <br />son-in-law, David Glicksman, the proprietor of the Broadway and Rex <br />Pharmacies, also resided here. They assumed ownership in 1931 and remained in <br />the residence until 1956 when they donated the property to the Hebrew Orthodox <br />Congregation. <br />PROPOSED CHANGE <br />The owner proposes to replace the existing bent -metal porch columns with <br />square wood columns with a wooden railing. <br />STANDARDS <br />The Preservation Guidelines and Standards for the Edgewater Place Local <br />• Historic District state: <br />II.A.(1) Required - Existing exterior building materials shall be retained. <br />Deterioration of wood materials shall be prevented through repair, cleaning, & <br />painting. The existing or original architectural detail around windows, <br />porches, doors, and eaves shall be retained or replaced by replicas of the <br />same design and material when deteriorated beyond repair. <br />II.A.(2) Recommended - Whenever possible, original building materials should <br />be restored.... <br />RECOMMENDATION <br />Though documentary evidence is not known, the proposed replacement of the <br />metal columns with wood columns and railing may be presumed to constitute a <br />reconstruction approximating the original features of the house. Staff <br />recommends approval of these items as conforming to the guidelines.
