I. <br />HISTORIC PRESERVATION COMMISSION <br />OF SOUTH BEND AND ST. JOSEPH COUNTY <br />RULES FOR THE CONDUCT OF BUSINESS <br />Time, Place & Agenda of Meetings <br />A. Regular Meetings The Historic Preservation Commission of South Bend, St. Joseph <br />County, Indiana (HPC) shall meet regularly on the third Monday of <br />each month unless holidays or other reasons call for a special date. <br />The meetings shall be held at the County -City Building at South Bend, <br />Indiana, except the Commission may from time to time designate such <br />other place within the County of St. Joseph, Indiana. <br />B. Special Meetings Special meetings may be called by (a) the President, (b) the Executive <br />Director, (c) any three members. Notice of such meeting shall be given <br />in writing at least five (5) days prior to such meeting, unless waived by <br />the Commission. <br />C. Quorum A majority of the Commission membership shall constitute a quorum. <br />D. Agenda Certificates of appropriateness which are not otherwise delegated to <br />staff for approval shall be heard by the Commission at its regular <br />monthly meeting in addition to any other business which the <br />Commission may or is required by law to consider. Any person <br />wishing to place a specific matter on the Agenda shall notify the <br />President with copy to the Director at least five (5) days prior to the <br />meeting unless an emergency exists. <br />E. Format of Meetings The regular and special meetings of the Commission shall be open to <br />the public and the public shall be entitled to participate consistent with <br />the policy of the ordinance and any other applicable law. Notice shall <br />be posted of the regular or any special meetings pursuant to law. <br />II. Order at Meetings <br />A. Robert's Rules of Order <br />The President shall preside at all meetings of the Commission followed <br />by the Vice -President in the absence of the President, and the Secretary <br />in the absence of the Vice -President. If all the foregoing designated <br />officers are absent at a Commission meeting, then the member having <br />the longest continuous tenure on the Commission shall preside. <br />Robert's Rules of Order will be followed except in instances where it <br />conflicts with the ordinance, regulations or by-laws of the Commission. <br />The President shall restrict comments by members of the public or <br />members of the Commission to those matters which are germane, <br />material or relevant to the issues at hand. <br />
