CERTIFICATE OF APP---nRIATENESS STAFF REPORT <br />k y <br />PROPERTY -- 521 River Avenue <br />South Bend, IN <br />OWNER -- Ernest Hursey, Sr. <br />DESIGNATION -- EP-LHD <br />STATEMENT OF SIGNIFICANCEMISTORIC CONTEXT <br />This American Four -Square was built c. 1920 by Whitcomb and Keller. The house <br />has been altered by the addition of asbestos shingle siding, aluminum storm <br />door and windows, and replacement concrete porch steps. It is rated C/9 in the <br />Indiana Historic Sites and Structures Survey. t <br />PROPOSED CHANGE <br />The owner proposes to install vinyl siding on the house. <br />STANDARDS <br />II.A.l: Existing exterior building 'materials shall be retained. The existing <br />or original architectural detail around windows, porches, doors, and eaves <br />should be retained or replaced by replicas of the same design and materials <br />when deteriorated beyond repair. <br />II.A.2: Whenever possible, the original building materials should be restored. <br />Aluminum or vinyl siding may be used when it is the only feasible alternative <br />to maintaining the original surface material. <br />RECOMMENDATION <br />The standards do not specifically address the issue <br />unoriginal building material.
