CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1995 -0731 <br />PROPERTY -- 221 East Navarre Street <br />South Bend <br />OWNER -- Peter Hauser <br />DESIGNATION -- LHD -RB <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This Craftsman style bungalow house was built around 1911. The first owners of <br />the house were William Schindler and his wife who rented it. It is an <br />excellent specimen of the craftsman style on the exterior with battered brick <br />porch columns and mixture of beveled and shingle siding. A few fragmentary <br />segments of six foot, "basket weave" privacy fence remain at the perimeter of <br />the site. <br />PROPOSED CHANGE <br />The owners propose to landscape the site extensively as -shown on the submitted <br />plans and install (replace) privacy fence. <br />STANDARDS <br />I.B. <br />.....greater latitude will be allowed in the application of the adopted <br />standards in the rear of the properties.... No approval will be necessary for <br />changes in lawns, shrubs,- walkways, or semi - permanent surface changes in the <br />- rear of houses. Staff approval would be required for semi - permanent structures <br />such as gazebos...... <br />I.B.I. Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings and newspapers. New site work <br />should be appropriate to existing surrounding site elements in scale, type, <br />and appearance. Accessory structures such as decks gazebos, fountains, and /or <br />small outbuildings should be appropriate to existing surrounding site elements <br />in scale, type, and appearance..... <br />RECOMMENDATION <br />Very little site maintenance appears to have occurred at this site for <br />considerable time. There is presently little ornamental landscaping. The <br />landscaping plan submitted is entirely appropriate to a small lot of this <br />sort. As noted above, surface elements in the rear yard are exempt from COA <br />requirement. Staff finds the proposed board fence and trellis to be in keeping <br />with craftsman design patterns and site development practices.
