CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1995 -0728 <br />PROPERTY -- 1043 Riverside Drive <br />South Bend <br />OWNER -- Joseph Casper <br />DESIGNATION -- RSD -LHD <br />STATEMENT OF SIGNIFICANCE HISTORIC- CONTEXT <br />This "carpenter built" Queen Anne style dwelling was constructed in 1908 and <br />is rated Contributing C/9 in the Indiana Historic Sites and Structures Survey. <br />It is a contributing structure to the Riverside Drive Local Historic District. <br />The garage has a ship -lap siding with a low pyramidal roof which has been <br />modified for ventilation. The garage also retains one original sliding door. <br />The existing fence which is to be replaced is composed of panels of six foot <br />high boards with gothic cutout at cap fixed to an earlier four foot chain -link <br />fenc with wood rails and posts. <br />PROPOSED CHANGE <br />Removal of an existing rear yard six foot fence and replacement of same. The <br />applicant also desires to repair and /or reconstruct the existing garage. <br />(note: garage items removed by applicant in telephone conversation, 8/15/95). <br />The new fence material shall be six foot high 1X6 fence boards with dog -ear <br />caps. The fence is to follow the lines of the existing fence alomg the alley <br />from the garage of this property to the adjacent garage. (Details of fence_ <br />design per telephone conversation,with Tom Seroczynski - , resident of this <br />address, 8/15/95) <br />STANDARDS <br />I.B.1. Required - ..... fencing ... which reflect(s) the property's history and <br />development shall be retained. <br />I.B.2. Recommended - New site work should be based -upon actual- knowledge of <br />-the past- appearance of the property found in photographs, drawings, and <br />newspapers. New Site work should also be appropriate to existing surrounding <br />site elements in scale, type, and appearance..... <br />I.B.3. Prohibited - No changes may be made to the appearance of the site by <br />removing old .... fencing ... and other elements before evaluating their <br />importance to the property's history and development.... Front yard areas <br />shall not be fenced and fences shall not extend forward of the setback line of <br />the property. <br />RECOMMENDATION <br />The existing fence'conforms to the character of the neighborhood in being <br />restricted to the rear yard.
