indicated it was plain picture frame type trim. Mr. Talley inquired about <br />future landscaping plans. Ms. Streeter responded that she was waiting to live <br />with the site to study its seasonal character & inquired as to whether the <br />city would maintain right of way trees and what requirements prevailed for <br />removal of shrubs. She was informed that the city would only maintain the <br />trees as pertaining overhead utilities and that COA by staff approval is <br />allowed for shrub replacement but removal without replacement would require <br />hearing by the commission. <br />IV. Regular Business <br />A. Approval of Minutes - June 19, 1995 <br />Mr. Talley moved that the minutes be approved as written. Mrs. Petrass <br />seconded the motion. The motion was unanimously approved. <br />B. Treasurer's Report <br />Mr. Weiner indicated that the second quarter ledger was in his possession and <br />that there would be a second quarter report at the next monthly meeting. <br />C. Correspondence <br />Mr. Duvall indicated that the commission was in receipt of a request from the <br />Indiana Conference of Higher Education seeking topical speakers. The Director <br />has in the past been on this list and commission members are welcome to add <br />their names to this list. <br />In out going correspondence the commission has sent a letter to Ms. Paula <br />Auburn, Chair of the Studebaker National Museum Joint Planning Committee <br />reiterating our concern that the museum remain located in buildings <br />historically related to the Studebaker production and management and <br />emphasizing the importance of the Administration Building; responded to an <br />inquiry from Ms. Rebecca Pettit regarding_ initiation - of - discussion of local <br />historic district designation for the South St. Joseph Street (Monroe Park) <br />Two letters have been sent to owners who have undertaken sitework without COA, <br />the Corbetts as reviewed and the Crumlishes, both of Riverside Drive Local <br />Historic District. <br />A letter was made in response to an inquiry by an owner of property in the <br />West Washington National Register District discouraging the installation of <br />vinyl siding and referring them to the Dept. of Economic Development for <br />design review. <br />A letter of recommendations was sent to Spectrum Financial Service at 1142 <br />Lincolnway East regarding inspection of their masonry and paint failure <br />problems. <br />A Memo was sent to file regarding telephone conversation with Frank Yeandell <br />regarding COA 1995-0503 -2 wherein the owner indicating that he intended to <br />follow the recommendations of the commission to replace his roofing and not to <br />install the vinyl siding which was approved for the garage. <br />D. Committee Reports <br />1. Budget & Finance - Mr. Oxian indicated that there had still not been a <br />meeting with the City Comptroller because labor union negotiations were <br />consuming his time. He has met with Jon Hunt, Director of the Department of <br />Economic Development who informed us that CDBG monies which have paid the <br />salary of the assistant in past years will be ? reduced in the coming <br />year. Mr. Oxian instructed Mr. Talley to continue monitoring the developments <br />in the county budget process. <br />2. Legal <br />a. The Historic Preservation Plan has been approved by the Area Plan <br />page 3 <br />
