CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 221 East Navarre <br />South Bend, IN <br />OWNER -- Peter Hauser <br />DESIGNATION -- RB -LHD <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />The Bungalow style residence at 221 Navarre was constructed c. 1911. The 1 1/2 <br />story house has a cast concrete foundation, clapboard and wood shingle siding, <br />and flared extension of the roof over the porch. It was purchased by William <br />Schindler in 1912 and used as a rental property until 1921. The property is <br />rated S 111 by the Indiana Historic Sites and Structures Survey and is <br />unaltered. The property has a hipped roof garage with a gable front addition <br />on the North side. <br />PROPOSED CHANGE <br />The owner proposes to: <br />1. Remove the North side gable front garage addition <br />2. Remove the masonry chimney from the West side of the garage <br />3. Re -frame the roof to its original hip type <br />4. Re -roof the garage to match the house <br />5. Reframe the North elevation for two 8ft wood overhead type garage doors. <br />6. Use salvaged siding from addition to replace damaged /missing siding. <br />STANDARDS <br />I.B.3. No changes may be made to the appearance of the site by <br />removing... outbuildings ... before evaluating there importance to the properties <br />history and development. <br />RECOMMENDATION <br />The gable front section is attached to the hipped roof section by a sloped <br />roof area of questionable quality. The owners proposal would include the <br />removal of the gable front section and the odd shaped connecting area. At one <br />point in the property's history, the garage was an electrical supply warehouse <br />and it is assumed the additions were made at that time. This property also <br />shared driveway with the house to the West which explains the garage doors on <br />the South side in the West corner. This driveway no longer exists rendering <br />the doors useless as an auto entry. There is a second set of garage doors on <br />the East side in the area that has been added on to connect the two <br />structures. These doors are situated at an angle that also renders them <br />useless as an auto entry for more than one car. <br />The garage is in poor condition and the owner's proposal would certainly <br />enhance the rear of the property. The additions do not seem to be a historical <br />asset as much as a detriment to the viability of the property. Staff <br />recommends approval. <br />CAA <br />4/7/95 <br />S <br />
