CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 521 River Avenue <br />South Bend, IN <br />OWNER -- Ernest Hursey, Sr. <br />DESIGNATION -- EP -LHD <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This American Four - Square was built c. 1920 by Whitcomb and Keller. The house <br />has been altered by the addition of asbestos shingle siding, aluminum storm <br />door and windows, and replacement concrete porch steps. It is rated C/9 in the <br />Indiana Historic Sites and Structures Survey. <br />PROPOSED CHANGE <br />The owner proposes to install vinyl siding on the house. <br />STANDARDS <br />II.A.l: Existing exterior building materials shall be retained. The existing <br />or original architectural detail around windows, porches, doors, and eaves <br />should be retained or replaced by replicas of the same design and materials <br />when deteriorated beyond repair. <br />II.A.2: Whenever possible, the original building materials should be restored. <br />Aluminum or vinyl siding may be used when it is the only feasible alternative <br />to maintaining the original surface material. <br />RECOMMENDATION <br />The standards do not specifically address the issue of vinyl siding over an <br />unoriginal building material. The vinyl siding, if done in an appropriate size <br />and style, would be less obtrusive than the extant asbestos shingles. The <br />staff does have some concerns regarding the window and door trim being lost in <br />the additional layer of wall covering. If the owner addresses these concerns, <br />staff recommends approval. <br />CAA <br />3/28/95 <br />E <br />
