- _ + CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 300 -1200 blocks of Riverside Drive <br />South Bend, IN <br />OWNER -- I & M <br />DESIGNATION -- RSD -LHD <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT <br />Park View streetlight posts were installed on Riverside Drive in 1915. The <br />Park View Posts by the George Cutter Company were used in parks and <br />residential areas because of their short (loft) height. These cast iron posts <br />were topped by the Octagonal Junior Luminaire. Depending on the construction <br />date, the Octagonal Junior could be constructed of cast iron, aluminum, or a <br />combination of both materials. The original model (1911 -1920) had spurs at the <br />top only and a single octagonal globe. Later versions (1920 - 1925) had no <br />spurs. Eventually, customers could choose between no spurs, top spurs only, or <br />spurs at both the top and bottom. By 1926 the single globe had been replaced <br />with eight individual glass panes. All fixtures were painted green to help the <br />fixtures blend into the environment. <br />The Hollowspun Post was manufactured by Westinghouse Electric & Manufacturing <br />Company between 1920 and 1929. The composition of the post is a mixture of <br />ground quartz, feldspar and cement. <br />PROPOSED CHANGE <br />The City of South Bend Department of Public Works proposes to remove and <br />replace light poles and light fixtures on Riverside Drive with rebuilt light <br />- fixtures to match existing (see Wilmette Luminaires with Edgewater Ballast <br />Assembly from the Spring City Electrical Mfg. Co.) and Hollowspun poles. The <br />work will include removal and replacement of light poles, installation of <br />conduit, a service foundation, a meter base, sidewalk removal and installation <br />and other appurtenant work. The City will store all removed poles and <br />luminaires for use as replacements in other areas of South Bend. <br />STANDARDS <br />I.A.1. Required Distinctive features such as ... streetlights...shall be <br />retained. New... streetlights ... shall be compatible with the character of the <br />neighborhood in size, scale, material, and color. Street lighting illumination <br />should be maintained at levels recommended by the Illuminating Engineering <br />Society. Light sources must have spectral distribution in all color ranges. <br />Sources and lamp posts should be uniform throughout the district. Lamp <br />fixtures and supporting posts must be similar in proportion, scale, and detail <br />to the existing historic lamps, as depicted by models A,C and D in Appendix A <br />or a suitable replacement which closely duplicates the standard in size, <br />shape, style and appearance, i.e., Herwig Lighting Company standard or <br />similar. Streetlights should be placed so that adequate illumination is <br />afforded all sections of public sidewalks. <br />I.A.3. Prohibited Streetlights ... which are out of scale or inappropriate to <br />the neighborhood may not be used. <br />RECOMMENDATION <br />E <br />
