L_ ' <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1142 Lincolnway East <br />South Bend, Indiana <br />OWNER -- Daniel Bernth <br />DESIGNATION -- LWE -LHD <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This two story frame dwelling was constructed in the Queen Anne style circa <br />1894. It is essentially a cross gable plan with jerkin -heads at the transverse <br />gables and an unusual enclosed cubicle over the entry porch. The surface <br />articulations are modest for the Queen Anne style, consisting of some <br />additional facia to break up wall surfaces and shingle gables. The building is <br />rated as a Significant /11 in the Indiana Historic Sites and Structures Survey. <br />The home was built for George Brown, a cigar maker and his wife Pearl. They <br />resided here from the mid - Eighteen - nineties until the mid - Forties. The second <br />owners, Arthur and Edith Feller occupied the house until the mid - Sixties. <br />Since that time, the house was only sporadically occupied until its purchase <br />by the present ownership the late Eighties. <br />PROPOSED CHANGE <br />The proposal is to remove 13 double hung windows at the first floor and <br />replace them with new double hung vinyl replacement windows with combination <br />storm /screen windows. The historical windows were one over one wood sash with <br />simple frame facing articulated only with a small crown mould head. In <br />addition, the proposed work includes facing the window trim with aluminum. <br />STANDARDS <br />The Preservation Guidelines for Lincolnway East Local Historic District state <br />that: <br />II.A Building Materials <br />1) Required - Existing exterior building materials shall be retained.... The <br />existing or original architectural detail around windows and doors ... should <br />be retained or replaced by replicas of the same design when deteriorated <br />beyond repair. <br />2) Recommended - Whenever possible, the original building material should be <br />restored. <br />Aluminum or vinyl siding may be used when it is the only feasible alternative <br />to maintaining the original surface. ...However, it must be noted that such <br />material can contribute to the deterioration of the structure from moisture <br />and insects. <br />II.0 Widows and Doors <br />1) Required - Existing or original windows and doors, including sash,lintels, <br />sills, shutters, decorative glass, pediments, hoods, and hardware shall be <br />retained or when deteriorated beyond repair, replaced with duplicates of the <br />existing or original. <br />
