CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1244 Lincolnway East <br />South Bend, Indiana <br />OWNER -- Dr. Ulrich Klopfer <br />DESIGNATION -- LWE-LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This former dwelling and retail shop is a contributing structure (rated C/10) <br />in the Lincolnway East Local Historic District. The structure was built in <br />1898 in the Queen Anne Style. The house has undergone alterations such as the <br />enclosure of porches, but retains sufficient architectural integrity to remain <br />an important element of the historic district. <br />PROPOSED CHANGE <br />The Owner has proposed to restore the structure. The submitted application <br />stated that details of the restoration were to follow. In the absence of the <br />required documentation HPC Staff has, upon the instruction of the HPC and with <br />notification to the Owner, prepared a Scope of Work which has been attached to <br />the application. <br />STANDARDS <br />II.A.(1) Required <br />Existing exterior building materials shall be retained.... <br />II.A.(2) Recommended <br />Whenever possible, the original building materials shall be restored. <br />RECOMMENDATION <br />This property has been vacant for several years and has deteriorated to the <br />point of Code Enforcement requesting its demolition. Retention and restoration <br />of this structure is highly desirable for the integrity of the Lincolnway East <br />Historic District. Staff recommends approval of the application. <br />David B.
