Geisel <br />14, DESIGNATION -- RSD-LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT. <br />This two story American Foursquare residence was constructed in 1920. It is <br />rated C/9 in the Indiana Historic Sites and Structures Survey. The major <br />exterior finish is stucco. The first resident was Ellar Newland, secretary and <br />manager of the Builder's Supply and.Specialty Company. <br />PROPOSED CHANGE Addendum to C of A 1994-0927-1 <br />The owners received a Certificate of Appropriateness for an in-kind <br />replacement of the front driveway approach on September 27, 1994. Due to a <br />property line dispute with neighbors, they did not pour a triangular section <br />of the approach with the main pouring of the driveway approach. After the <br />dispute was settled the owners consulted the Concrete Contractor and an <br />Architect who advised the small triangular piece would not be structurally <br />sound if pourednowdue to its narrow width. This left the owners with two <br />options: 1.) to remove the newly poured concrete approach and repour the large <br />piece of concretes, or 2.) to lay the small triangular piece of the approach in <br />paving brick. The owners are proposing to install paving bricks laid on a <br />two-inch sand base enclosed by treated two-by-four wood. The top of the <br />bricked area would be level with the existing driveway approach. The wood <br />would be drilled through for the acceptance of rebar rods to be inserted and <br />pounded into the earth for support. The rods would be cut off at the level of <br />the top of the two-by-four. <br />STANDARDS <br />I.B. (2) --New site work should be appropriate to existing surrounding site <br />elements in scale, type, and appearance. <br />RECOMMENDATION <br />Driveway material in the -Riverside -Drive District is known to be asphalt, <br />concrete, or brick. The proposed material would be congruent with site <br />elements in the district and will match the brick of the house. <br />Staff also appreciates the financial burden and time burden of removing the <br />newly poured driveway approach and repouring it as one piece. <br />Staff is aware of the property dispute between the owners and neighbors. It is <br />the Staff's understanding that the ownership and removal of several bushes and <br />shrubs is unresolved. The owners of 1081 Riverside Drive have asked the owners <br />of 1077 Riverside Drive to remove the shrubs within 30 days. The owners of <br />1077 Riverside Drive contend the shrubs in question are on the property line <br />and are commonly owned, therefore agreement must be reached between the two <br />parties before changes can be made to them. The material change in the <br />driveway is not affected by the dispute,,nor will any landscape changes other <br />than the brick paving of the small section of driveway be involved i . n this <br />Certificate of Appropriateness. <br />Staff recommends approval. <br />
