CERTIFICATE OF APPROPRIIATENESS STAFF REPORT <br />PROPERTY -- 520 River Avenue <br />South Bend, Indiana <br />OWNER. -- Douglas Turnock <br />DESIGNATION. -- Edgewater Place LHD <br />STATEMEN T. 0F. S_I_GN-I_F_I_CANCE/H_I_STOR_IC CONTEXT. <br />Existing dwelling is a gable front Foursquare w/ asbestos <br />shingle siding at first story and wood clapboard in second <br />floor window course and porch gable and wood shingle in <br />the house gable. The structure is rated C/9 in the Indiana <br />Historical Sites and Structures Inventory and is <br />considered contributing to the LHD. Apparently constructed <br />circa 1921-23 by Whitcomb & Keller, it was first occupied <br />by Frank J. & Louise M. Wottowa, a manager. A one story <br />addition at rear is recorded in 1947. A single bay garage <br />is located at the rear and oriented perpendicular to the <br />lot facing a paved area rear yard. A lineal driveway <br />connects the paved pad to the street. This driveway is <br />composed of two parallel concrete tire tracks with a grass <br />median as was common of the 20s era driveways. <br />PROPOSED CHANGE <br />The owner proposes replacement of pavement in existing <br />driveway with new concrete paving, including paving in the <br />median. <br />STANDARDS. <br />The Rehabilitation Standard <br />level in Edgewater Place LHD. <br />and Landscaping indicate: <br />is the established treatment <br />Guidelines for Building Site <br />(2) Recommended - New Site work should be based upon <br />actual knowledge of past appearance of the property found <br />in photographs, drawings, and newspapers. New site work <br />should also be appropriate to existing surrounding site <br />elements..... <br />(3) Prohibited - No changes may be made to the appearance <br />of the site by removing old plants.... before evaluating <br />their importance to the property's history & development. <br />Front yard areas shall not be- transformed into parking <br />lots nor paved.... <br />
