CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />revised 5-13-93 <br />PROPERTY -- 621 Lincolnway East <br />................................... _ <br />South Bend, Indiana <br />OWNER -- Kim Pummil <br />.............................. <br />DESIGNA__T_ION -- Edgewater Place LHD <br />STATEMENT OF SI_GNI_E_I_CANCE/H_I_STOR,IC...._CONTEXT. <br />This structure is rated Cf9 and is typical of the second <br />stage of development in the Edgewater Place district <br />around the turn of the century. The primary structure is a <br />two story nearly rectangular dwelling in the free classic <br />style with a nearly Pyramidal roof broken by dormers_ <br />There is a one story addition with gabled attic at the <br />rear and an open flat roofed front porch_ This porch is of <br />skirted post construction with no masonry foundation. <br />PROPOSED CHANGE <br />The Owner proposes to demolish the existing front porch_ <br />Additional representation submitted with application <br />indicates willingness to reconstruct an approximate <br />reproduction of the porch as funds are available. This <br />note indicates that a timetable for completion would be <br />acceptable. <br />The owner also proposes to repoint foundation and chimney <br />masonry. <br />STANDARDS <br />.................................................. <br />The Rehabilitation Standard is the selected treatment <br />level for properties in the Edgewater Place LND. <br />The Preservation guidelines for Entrances, Porches, and <br />Steps state that " Existing or original porches and steps, <br />including handrails, balusters, columns. brackets, tiles, <br />and roof decorations shall be retained or replaced by <br />replicas of the same design and materials when <br />deteriorated beyond repair." <br />RECOMMENDATION <br />The porch is in an advanced state of deterioration with <br />settling, rot and extreme weathering. Although the design <br />elements of the porch are intact, restoration would <br />require extensive (approximately 75%) in --kind replacement <br />of material. Staff would approve simply stated application <br />for restoration with in-kind replacement. <br />This property has outstanding Code Enforcement citations <br />dating from July, 1991 including numerous interior <br />violations as well as exterior maintenance issues. The <br />property is also presently advertised for sale. <br />
