The Standards and Maintenance Committee will hear from the Department of <br />Code Enforcement, the Legal Department and will make a site visit. Mr. <br />Smith and Ms. Pummill will be invited to appear before the committee. <br />The Standards and Maintenance Committee will make the final decision <br />regarding the C of A application for the property at 621 Lincolnway East. <br />2. 520 River Avenue - EP-LHD <br />Mr. Duvall -read the staff report.- Commissioner Sporleder asked for clarification <br />of the staff recommendation. Commissioner Sporleder asked about the prevalence <br />of such driveways in the Edgewater Place Local Historic District. Mr. Turnock- <br />replied that there were 2 asphalt -driveways, 7 split track driveways and <br />20 driveways of solid concrete. Discussion ensued concerning the parking <br />arrangements in the district. <br />Commissioner Oxian asked about drainage problems. Mr. Turnock responded that <br />while he had not "shot it with a transom" he estimated a 3" fall from the <br />back of the drive to the sidewalk. Commissioner Sporleder asked about the <br />disposal of broken concrete and the placement of a proper foundation. <br />Mr. Turnock replied that the old concrete would be recycled and a proper <br />foundation laid. Commissioner Choitz asked if the new concrete would be laid <br />up to the foundation of the house. Mr. Turnock replied in the negative. <br />Commissioner Oxian and Mr. Turnock, discussed the possibility of drainage <br />problems. Commissioner Sporleder asked for a second clarification of the <br />staff recommendation. Mr. Duvall responded concerning the standards and the <br />removal of vegetation from front yard areas. Commissioner Oxian asked what <br />staff would have recommended if the language concerning the removal of vegetation <br />was not present in the standards. Mr. Duvall replied that he would have suggested <br />the same treatment rather than requiring same. Discussion ensued about the <br />replacement of driveways in the district. Commissioner Sporleder moved to <br />suggest that the applicant re -install a two track drive from sidewalk to the, <br />setback line and pour a slab drive from that point to the rear line. Commissioner <br />Hostetler seconded the motion. Discussion ensued. Mr. Turnock said that he <br />would speak to the contractor about Commissioner Sporleder's -suggestion. <br />The motion passed unanimously. <br />Mr. Turnock then indicated his opposition to the re-locatioii of the Studebaker <br />National Museum in Howard Park. Discussion ensued. <br />3. 123 West Northshore Drive - WNS-LHD <br />Mr. Duvall read the staff report. Mr. Doran cited the security of his young <br />children as a factor in his proposal. Commissioner Sporleder asked for a <br />clarification of the site plan. -Commissioner Choitz moved to approve the <br />application for a C of A for -a new, open, rear porch and the installation <br />of a course of fence at the rear of the property. Commissioner Petrass <br />seconded the motion. The.motion Passed unanimously. <br />4. 1244 Lincolnway East - LWE-LHD <br />Mr. Duvall read the staff report. Dr. Klopfer addressed the commission on <br />a number of different points. He stated that he would pay off the mortgage <br />on the property in June. He also stated that; " I could've torched the house <br />seven years ago if I'd wanted to and it would've been a simple solution to <br />the problem. Five propane tanks in the basement leaking gas . . . boom, up <br />like that <br />Commissioner Oxian said the HPC opposed the demolition of the house. He <br />then clarified the HPC procedures regarding the property. Ms. Dempsey <br />addressed the commission on the history of the relationship between her <br />department and the owner of 1244 Lincolnway East. She also spoke about <br />the efforts of interested parties to purchase the property. Ms. Dempsey <br />requested a 30 day continuance pending Dr. Klopfer's filing of an application <br />for a C of A. <br />
