CERTIFICATE OF , APPROPRIATENE SS STAFF REPORT <br />PROPERTY -- 1130 East Jefferson Blvd. <br />South Bend, Indiana <br />OWNER -- Michael Englert <br />DESIGNATION -- East Wayne - Local Historic District <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This dwelling was constructed in 1939 for Robert and <br />Isabel Bon Durant. The structure is a brick dwelling of <br />the Colonial Revival (Georgian) style. The main body of <br />the house is a rectangular 2 story block with one story <br />wings at each rear corner. An existing patio is situated <br />in the recess which is defined by these two wings and the <br />rear wall of the main block. It is rated Significant /12 in <br />the Indiana Historic Sites and Structures Survey and was <br />considered in excellent condition when last surveyed in <br />1990. <br />PROPOSED CHANGE <br />The Owners propose to enclose the existing patio with a <br />roof and screen mesh wall facing the rear yard. The only <br />documentation received to date is an artists rendering of <br />the appearance of the proposed addition. This rendering <br />also shows a second story addition to the west wing which <br />is not included in this proposal. A letter which <br />accompanied this drawing describes the nature of the <br />construction method to some extent. <br />STANDARDS <br />The treatment level established for East Wayne -LHD is <br />rehabilitation. <br />The design Guidelines state: <br />1) "Required - The height of a new structure and its height <br />to width proportion shall be consistent with adjacent <br />buildings in the district....." <br />2) "Recommended - Contemporary Designs should be <br />compatible in character and mood to the building or the <br />neighborhood." <br />3) "Required - Exterior materials shall be compatible in <br />scale, texture & color with adjacent structures. <br />Material used on an addition to' an existing structure <br />shall relate to the existing or original materials of the <br />structure. Also, as much of the original structure as <br />possible shall be retained so that the addition could be <br />removed without damage to the basic structure and <br />appearance of the building." <br />RECOMMENDATION <br />The proposed screen porch enclosure as illustrated, is in <br />conformance with the guidelines for compatibility. The <br />specific structural information submitted to this date is <br />not sufficient to assure conformance with standard #3 <br />listed above. Certain aspects of the illustration are not <br />
