Minutes of the Regular Meeting <br />of the <br />•Historic Preservation Commission <br />Regular Monthly Meeting 7th Floor County Commissioner's <br />7:30 p.m. Conference Room, County -City Bldg. <br />November 15, 1993 <br />I. Call to Order <br />The meeting was called to order at 7:35 p.m. <br />II. Roll Call <br />Members present: Mrs. Martha Choitz, Mr. Jed Eide, Mrs. Catherine Hostetler, <br />Mr. John Oxian, Mrs. Janeanne Petrass, Ms. Lora Spaulding, Mrs. Joann Sporleder, <br />Ms. Jewel Van Dalsen, Mr. Jerry Wiener <br />Staff present: Chip Frederick <br />Also present: Ms. Aladean DeRose, Mr. Paul Hayden, Ms. Violet Rohrer, Ms. Marsha <br />Stevenson, Ms. Patti Tarbet, Mr. Ed Talley <br />III. Public Hearing <br />Commissioner Choitz moved to hear Ms.Rohrer prior to the C of A's. Commissioner <br />Petrass seconded the motion. The motion passed unanimously. Commissioner Choitz <br />moved to hear C of A #2 in the first agenda position. Commissioner Petrass seconded. <br />The motion passed unanimously. <br />Commissioner Oxian recognized Ms. Rohrer, who then allowed Ms. Stevenson to read <br />her statement. The four major points of the statement were as follows: 1) The <br />_ proposed Woodward Avenue LHD is a good idea, 2) the RD-LHD standards are particular <br />to that district, 3) there are 69 houses in the RD-LHD by contrast there are between <br />160-200 houses in the proposed LHD many with absentee landlords, multiple unit <br />dwellings and a great deal of architectural change on the facades, and 4) the newly <br />proposed Woodward Avenue LHD should have it's own standards. <br />At the conclusion of the statement Mr. Talley suggested that it should have been <br />forwarded to the RD-LHD liasion committee. Commissioner Oxian supported Ms. Rohrer's <br />participation in the process. <br />A. Certificates of Appropriateness <br />1. 723 Park Avenue; Local Landmark -Chapin Park NRHD <br />Mr. Frederick read the staff report. Ms. Tarbet corrected the survey card <br />information concerning aluminum windows. Commissioner Sporleder asked about <br />the finish of the fence. Commissioner Choitz asked the owner about the fence's <br />proximity to the sidewalk. Ms. Tarbet replied that the fence would remain <br />15-18 feet from the sidewalk. Commissioner Sporleder asked about the orientation <br />of the fence to the front of the house. The owner replied that the fence would <br />enclose the bay window. Commissioner Sporleder then asked about the house to the <br />north and it's setback. Ms. Tarbet replied that the fence would not be in front <br />of that setback. Commissioner Wiener moved for approval of the C of A. <br />Commissioner Choitz seconded the motion. Commissioner Sporleder asked about <br />the neighbor's feelings toward the project, which the owner had alluded to <br />earlier. Ms. Tarbet replied that her neighbors encroached on her property. <br />The motion passed unanimously. Ms. Tarbet made several statements concerning <br />the possible renovation of her porch. <br />0 <br />
