Legal <br />Mr. Oxian announced that he was withdrawing the matter of the revision of Riverside Drive <br />standards submitted by the previous Liaison Committee at the request of the new committee and <br />others property owners in the neighborhood. <br />4, Historic Districts <br />No Report. <br />5, Historic Landmarks <br />Mr. Holycross announced that the DNR/DHPA had sent the HPC notice of the nomination of the <br />Dille -Probst house, 540 East Colfax, to be listed in the Indiana Register of Historic Sites and <br />Structures. Copies of the notice were provided to each commissioner. <br />A. Eutzler-Hollingshead Cemetery -- First Reading <br />(Penn Township) <br />B. Pleasant Valley Cemetery -- First Reading <br />(Penn Township) <br />C. Byrkit Cemetery -- First Reading <br />(Penn Township) <br />Mr. Oxian announced that these three cemeteries were being considered for local landmark <br />recommendation and that the Township Trustee Joseph Ganser was anxious to have them protected by <br />designation. <br />Mr. Holycross requested that the Second Reading for these sites be postponed for at least two <br />months because of the lack of staff to do the necessary research. There were no objections. <br />6. Standards and Maintenance <br />Mrs. Sporieder announced that she would like the HPC to review all of its historic districts and <br />landmark standards because of ongoing difficulties with such matters as windows. She would like <br />the HPC to reconsider some of its policies regarding the replacement of windows, for instance, <br />allowing for the fact that there were new products on the market that would suit energy needs <br />while resembling historic materials. <br />Mr. Oxian asked for written suggestions from Mrs. Sporleder or other commissioners in this regard <br />and added that such changes would require that the HPC Historic District and Standards Committees <br />consider specific changes in committee --without written suggestions there was no place to begin <br />such negotiations. <br />Discussion ensued concerning the cost of replacing historic windows, Ms. Brubaker stated that <br />windows were an important architectural element and she would be inclined to encourage maintenance <br />and repair rather than replacement, <br />Mr. Oxian announced that he was directing staff to begin drafting COA Staff Approval policy: such <br />a policy would allow for more efficient processing of COAs. <br />Mr. Holycross answered that he would begin drafting such suggestions as soon as possible. <br />7.
