famous South Bend company still in use in the city. <br />•Ullery Cemetery and Tutt -Stuckey Cemetery The HPC recommended the <br />designation of these pioneer cemeteries in Clay Township to the St. Joseph <br />County Council in June. The County Council approved the designation by <br />ordinance of these sites in August. <br />Centre Township (Van Buskirk) Cemetery The HPC recommended designation of <br />this pioneer cemetery in Centre Township to the County Council in October. <br />The County Council approved the ordinance in December. <br />1606 West Ewing The owners of this American Foursquare on the southwest <br />side of the city petitioned the HPC for a landmark recommendation. The HPC <br />approved the property as a `Landmark by Resolution" in November. <br />The HPC also recommended the designation of a number of structures still <br />under consideration by local governmental bodies: <br />Riley High School The HPC was asked to consider the designation of this <br />structure on the southeast side of the city by a large group of <br />neighborhood residents and supporters. In June the HPC recommended <br />designation to the Common Council. The issue has yet to be considered by <br />the Council as of this writing. <br />514 East Indiana Avenue (The Samuel Studebaker House) The owner of this <br />Queen Anne residence petitioned the HPC for landmark status in August. The <br />HPC recommended designation in October; the matter will be considered by <br />,,the Common Council on January 25, 1993, <br />James Madison School The HPC recommended designation of this structure in <br />November; the Common Council will consider the matter on January 25, 1993. <br />The HPC was also asked to consider the designation of: <br />Studebaker Golf Course A group of concerned citizens asked the HPC to <br />recommend designation of this site to the Common Council. Upon <br />consideration, the HPC voted against such designation by four votes and <br />three abstentions (with two absent). <br />LOCAL HISTORIC DISTRICTS <br />In February the HPC heard a proposal for the designation of a Local_ <br />Historic District on the northwest side of the city. After research and <br />analyses by the HPC, and community input at a public hearing, the HPC <br />judged the area to be inappropriate for designation at the present time <br />because: 1. sufficient support for the proposal had not been demonstrated <br />from property owners; 2. there were not sufficient concentrations of <br />contributing structures within the proposed boundaries and; 3. the proposed <br />area was too large to administer with present staffing. <br />In February the HPC convinced the South Bend Common Council to deny the <br />request of a small group of Lincolnway East Local Historic District <br />.residents to remove themselves from the district. By an 8 to 1 vote the <br />Common Council denied the request of the group to "opt out" because the <br />action would create serious repercussions throughout the historically <br />designated areas of the city and would compromise the commitment by the <br />4 <br />
