CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 615/617 Riverside Drive <br />South Bend, IN 46616 <br />OWNER -- Dennis J. Laskowski <br />DESIGNATION -- Riverbend LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The house at 615/617 Riverside Drive is an American Foursquare. It is rated <br />C/10, contributing, on the Indiana Historic Sites and Structures Inventory. <br />The house was built in 1914 by Seth Hammond and Leslie Whitcomb, of Whitcomb <br />and Keller, as a real estate venture. William H. and Sarah J. Kryder bought <br />the property in 1915. Between 1941 and 1947 the house was converted to a double <br />residence. <br />PROPOSED CHANGE <br />The applicant's proposal calls for the removal of all stucco from the second <br />story exterior surfaces. Those areas will be covered with vinyl siding. In <br />addition, All fasciae and soffits will be sided. The applicant also wishes <br />to fully side the garage. <br />Concerning the front porch; the applicant intends to install four (4) sections <br />of wooden railing. He intends to remove one front door and replace it with a <br />window, the installation of which would use brick that matches the existing <br />brick in both dimensions and color. The applicant intends to replace the <br />existing porch columns with those of a "similar type" and to cover the porch <br />ceiling with aluminum bead board. <br />The applicant intends to "build out" the gables and install a half -round louver. <br />Concerning the windows; the applicant plans to install thirty-one (31) vinyl <br />replacement windows, all of which will be wrapped in vinyl. <br />Concerning the doors; the applicant intends to install three (3) 24 gauge, wood <br />textured, steel entry doors. <br />The applicant proposes the replacement of the garage pad and the installation <br />of 31 inch sidewalks leading from and around the house. He also intends to <br />remove and replace the street sidewalk and install new front steps. The applicant <br />plans to install a six (6) foot privacy fence. <br />STANDARDS <br />Concerning the removal of stucco and the application of siding the standards <br />state: "Masonry including... stucco shall be maintained." page 3 II.A.1. and <br />"The existing architectural detail around windows, porches, doors and eaves <br />should be retained..." page 3 II.A.1. <br />Concerning the front porch the standards state: 2Existing or original porches... <br />shall be retained or replaced by replicas of the same design and materials..." <br />page 5 II.D191. and "Original porch details should not be replaced with materials <br />representing a different period or style from the original." page 5 II.D.4. <br />Concerning the gables the standards state: "The existing or original architectural <br />detail around windows... shall be retained or replaced by replicas of the same <br />design and materials..." page 3 II.A.1. <br />
