CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1202 Lincolnway East <br />South Bend, IN 46618 <br />OWNERS -- Anne and Carrold Kempf <br />DESIGNATION -- Lincolnway East LHD <br />CASE # -- 1992-0928-2 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />1202 Lincolnway East is in the Lincolnway East Local Historic District; it <br />has been rated as a C/10 (Contributing) on the Indiana Historic Sites and <br />Structures Inventory. Stylistically the house can best be described as an <br />example of late Queen Anne -styled architecture. It was constructed in 1902 <br />for John Rohrer, the owner of a real estate firm. It is presently being <br />used as offices for the owners' business -- both are physicians. <br />PROPOSED CHANGE <br />Me owners propose to enclose the rear of Lot 12 (immediately behind 1202 <br />LWE) and Lot 11 (the portiow that they own behind 1208 LWE) with a <br />four -foot (4') tall chain-link fence. The fence is intended to stop traffic <br />from crossing Lot 11, which is presently used as access to the residence <br />next door (1208 LWE). <br />STANDARDS <br />District standards (1,A,3) prohibit the introduction of "fencing ... (that ,.. <br />is] out of scale or inappropriate to the neighborhood." <br />RECOMMENDATIONS <br />1. The owners cannot install a fence across Lots 11 and 12 (because of a 4' <br />road -way easement between lot 11 and 12) until they have the lots replatted <br />by the Area Plan Commission. It is recommended that, whatever fence may or <br />may not be approved, the HPC not issue a COA until the owners demonstrate <br />that they have had these lots replatted and are legally able to erect a <br />fence at the desired location. <br />2. The owners wish to erect fencing that is constructed of materials and of. <br />a style that are historically incorrect for the Lincolnway East Local <br />Historic District. Staff recommended to the owners that they instead <br />stall a four foot (4') tall, wood, spaced -picket fence. This type of <br />Wincing would be characteristic of the type of fencing that might be found <br />in this neighborhood around the turn of the century. The owners responded <br />that this type of fence was not within their budget. <br />1 <br />
