June 2, 1992 <br />STAFF REPORT <br />Logan, c/o Jerry Oberly <br />1215 Riverside Drive <br />South Bend, IN 46616 <br />STATEMENT OF SIGNTFICANCE/HISTORIC CONTEXT <br />The c. 9902 American Four Square dwelling at 1215 Riverside Drive <br />is located within the Riverside Drive Local Historic District <br />boundaries and is rated a C/10 on the city resurvey. T+ -c first <br />residents were Howard and Emily Webster; Mr. Webster was a <br />roadmaster for the C.I. & S. Railway. The building is now owned <br />by Logan, Council for the Retarded of St. Joseph County. Set on <br />at the intersection of Riverside Drive and Hudson Avenue, J1, is <br />well shaded by mature trees and surrounded by dwellings of <br />similar proportion and era. <br />PROPOSED CHANGE <br />Install balustrade sections at front porch between end posts at <br />east and west ends of porch and one section along front as per <br />submitted elevation. Balustrade to have simple balusters, square <br />in cross section; top and bottom.rails to be milled (see sketch <br />on submitted elevation). Balustrade will sit six inches above <br />porch deck; total height will be approximately 36 inches high. <br />Wolmanized lumber to be used. Finished rail will be painted. <br />Remove wood screen -tracks. -around posts --and under porch <br />entablature. <br />STANDARDS <br />II. Existina Structures <br />D) Entrances, Porches, and Steps <br />The majority of the houses in the Riverside Drive Historic <br />District have either an open or enclosed porch across the <br />front. Most have either hig or gable roofs or are covered <br />by the main roof of the house'. <br />1) Required <br />Existing or original porches and steps, including <br />handrails, balusters, columns, brackets, tiles, and <br />roof decorations shall be retained or replaced by <br />replicas of the same design and materials when <br />deteriorated beyond repair. <br />Porches and additions <br />reflecting later architectural styles, and which are <br />important to the building's historical integrity <br />shall be retained. <br />3) Prohibited <br />Front porches and steps that -are important to the <br />building's style and development may not be altered <br />
