New windows or door openings that would <br />alter the scale and proportion of the building may <br />not be introduced. <br />RECOMMENDATIONS <br />The HPC staff was informed by Riverside Drive Historic District <br />liaison committee members of work being done at 1071 Riverside <br />Drive without posted permits. A letter was sent to the property <br />co-owners on 12/30/91 stating C. of A. application requirements <br />as cited by local ordinance. The HPC staff received <br />correspondence from the owners at the beginning of the new year, <br />stating that they were not aware of HPC requirements prior to <br />receipt of the 12/30/91 correspondence, that a fence surrounding <br />the backyard was nearly complete, and that "no further exterior <br />work of any consequence" was being planned. The HPC staff sent a <br />letter on 1/8/92 reiterating C. of A. application procedures and <br />requested a completed application and specific documentation of <br />the newly installed fence. Shortly afterward the HPC staff was <br />informed by liaison committee members that gutters and downspouts <br />were being installed. The HPC staff contacted one of the <br />co-owners on 1/13/92 and restated C. of A. requirements, <br />including the need to document existing conditions before a <br />project commences.; The co-owner said she would add the gutters <br />to the application and submit photographs of both projects. She <br />mentioned that there were plans to alter a window opening in a <br />"non -historic porch" which she didn't think would need a C. of A. <br />The HPC staff stressed that such a project would indeed need a C. <br />of A. On 1/14/92, the other co-owner submitted the C. of A. <br />application in person along with the photographs required and an <br />additional interior photograph of the window opening in the <br />process of being altered. The HPC staff made a site visit the <br />same day, documented the changes with photographs and consulted <br />with the commission's legal council, who advised that contact <br />with the owners be made, with the request that they stop work on <br />theprojectand file a C. of A. for the altered window. On <br />1/15/92, the HPC staff informed the Building Department of the <br />work being done at the property. Upon discovering that no permit <br />had been filed with their office, the Building Department issued <br />a stop work order that same day. The HPC staff had contact with <br />one of the co-owners the same day and requested that all work <br />requiring an approved C. of A. be halted, and that the <br />commission's review of the project may result in a request that <br />the altered window be returned to its original state. <br />Project Analysis: <br />1) Fence: B & C Home Improvement Co. was instructed to replace a <br />deteriorated metal fence surrounding the backyard with a <br />stockade -type wood fence, for which no manufacturer's brochure is <br />available since it was custom built. This portion of the project <br />is not in keeping with standard I.A(3) as sited above; the HPC <br />staff was unable to document or determine the historic value of <br />the previously existing fence. <br />
