Mrs Sporleder then asked the age of the existing retaining <br />walls. <br />Mr. Holycross answered that the staff did not know when the <br />existing wall was built; Mr.Oxian related that the wall was <br />quite old. <br />Mrs. Sporleder moved to approve the construction of the concrete <br />retaining wall as submitted. Mr. Herendeen seconded the motion. <br />No further discussion. <br />Motion approved unanimously. <br />B. Local Historic Landmark <br />1. 1606 W. Ewing Avenue -- Second Reading <br />Mr. Holycross read from the staff report submitted to the <br />HPC. He stated that it was the staff's opinion that the <br />structure did not meet HPC criteria for Local Landmark <br />status. He stated that the reasons for such a recommendation <br />included: 1. the structure is a simple, significantly altered <br />Foursquare form, failing to meet architectural significance <br />criteria; 2. the structure fails to meet historical criteria <br />in that it is not associated with a historically significant <br />event or persons; 3. it is not a significant representation <br />of the area's development, culture, or heritage; 4. its <br />educational value is minimal; 5. and the house was rated as a <br />C/10 on the Indiana Sites and Structures Inventory; HPC <br />policy required a rating of S/11 or above. <br />Mr. Holycross stated that the staff considered the house <br />worthy of preservation: it is a lovely house, owned by people <br />who obviously care for it who should be encouraged to <br />continue restoring the structure as they were currently <br />doing. <br />The owners, Mr. and Mrs. Skowronek, were asked if they wanted <br />to speak on behalf of their proposal. Mr. Skowronek stated <br />that he felt it was a beautiful house and that he was <br />currently refurbishing many exterior elements; the process <br />was long and would take time. <br />Mrs. Sporleder then asked how recently they acquired the <br />property and if they intended to undo many of the <br />alterations. <br />Mr. Skowronek confirmed the fact that they had owned the <br />house a short time and were intending to do further work but <br />could not state for sure how long the work would take. <br />Mrs. Skowronek asked the commissioners if they had seen the <br />house; most responded that they had. <br />Mrs. Choitz said that she knew the house well and was <br />✓i <br />
