August 4, 1992 <br />STAFF REPORT <br />Mr. and Mrs. Smith <br />1333 E. Wayne South <br />South Bend, IN 46615 <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />The c. 1941 Colonial Revival style building at 1333 E. Wayne <br />South is located in the East Wayne Street Local Historic District <br />and is rated as a "Reference ". <br />A two car, detached garage is located toward the rear of the <br />building; the rear yard is well shaded; a picket fence runs along <br />the rear property line and a variety of shrubbery runs along the <br />east property line. <br />PROPOSED CHANGE <br />1) Install stockade fence along rear sections of east and <br />west property lines, to replicated in height and appearance <br />existing stockade fence along rear property line. East section <br />to run from rear property line to a point congruent with the rear <br />north -east corner of existing garage and will run behind existing <br />barrier shrubbery. West section to run from rear property line <br />to the rear north -west corner of garage and will run in front of <br />existing trellis fence on adjacent property. <br />2) Install vinyl chainlink fence with gate to run between <br />rear north -east corner of existing garage and front most corner <br />of stockade fence along east property line. <br />STANDARDS <br />I. Environment <br />A. The District Environment <br />1) Required <br />... fencing, walkways, streetlights, signs, and benches <br />shall be compatible with the character of the <br />neighborhood in size, scale, material, and color. <br />3) Prohibited <br />Signs, streetlights, benches, major landscaping items, <br />fencing, walkways, and paving materials which are out of <br />scale or inappropriate to the neighborhood may not be <br />used. <br />RECOMMENDATIONS <br />The proposal as submitted is in keeping with the pertinent <br />standards pertaining to district and site environment. <br />The use of chainlink fencing is often discouraged in historic <br />districts; however, chainlink is a common occurrence in the East <br />Wayne Street Historic District, used in the enclosure of some <br />dozen backyards.
