considerably modified, call for a gabled, <br />detachable addition with wooden siding; the <br />addition will be so placed as to minimize <br />damage to the original facade, and to be <br />invisible from the street. <br />Mr. Oxian pointed out that the original house <br />already had an addition on it. Mr. Eide said <br />that the new plans were greatly superior to <br />the old ones, partly because wooden siding had <br />been chosen instead of aluminum. <br />2. Budget and Finance. <br />No report. <br />3. Legal. <br />Assistant City Attorney Aladean DeRose <br />said that she intends to present a plan for <br />the imposition of a regular system <br />of maintenance standards for landmarks and <br />historic districts. These standards would be <br />derived from existing ordinances used by other <br />preservation commissions. <br />In the ensuing discussion, Mr. Oxian pointed <br />out that these new standards will prevent the <br />loss, through neglect, of historical buildings <br />not adequately protected by Code Enforcement <br />standards. These rules will not be applied to <br />the county until they have been tested in the <br />city. <br />Ms. DeRose said she would discuss the <br />standards further with the Legal Department <br />before the next monthly meeting. <br />4. Historic Districts. Mr. Pastor reported that <br />the HPC staff has been asked to review the <br />proposed boundaries for the Monroe Park <br />historic district. He said he considered the <br />existing boundaries appropriate, and <br />distributed lists of owners, building types, <br />building usage, etc. He said that roughly 500 <br />of the district's buildings were owned by <br />people who lived elsewhere. <br />Mrs. Sporleder suggested making color -coded <br />maps which would comprehensively illustrate <br />occupancy type/building usage in the district. <br />Mr. Oxian stated two reasons for making Monroe <br />Park a historic district: to encourage a <br />concentration of residential <br />occupancy, and to preserve the original look <br />of downtown South Bend. He added that the <br />boundaries should be limited to Carroll, St. <br />Joseph, and Michigan streets to avoid conflict <br />with contractors proposing new construction, <br />and to keep the district within manageable <br />
