As you know we are currently in the 1991-1992 Grant period. We <br />are working on the final part --Phase 6 --of the South Bend Sites <br />and Structures Inventory for the Division of Historic <br />Preservation and Archaeology. We were granted $26,600.00 for this <br />grant period with which -to finish the project of survey update <br />begun in 1980. <br />The State office.is quite adamant that we finish this final part <br />of the city survey. They have expended over $100,000.00 since <br />1976 and feel that the survey should and could have been <br />accomplished in much less time. In fact, we were turned down for <br />another grant ($11,000) -for -the -91-92 period because they feel <br />that finishing the survey is a priority. <br />We wi_l.l, finish the survey here by the end of the grant period, <br />June, 1992. I'am now writing a grant for the next <br />period --1992-1993. This grant will be to take the next expected <br />step in the survey process --that is to compile and publish a <br />Summary Report for the City of South Bend. <br />The Summary Report project will require the retention of the <br />position of Administrative Assistant and one Research Assistant. <br />No Surveyors will be needed. With our approximately $16,500 match <br />funds --$12,500 from the Community Development Block Grant and up <br />to $4000.00 from the County.General funds devoted to <br />supplies --and an estimated $8500 in Director's salary as a match <br />(at app. 20 hrs./week), we can ask for up to $25,000 from the <br />funds available through the Division of H.P%Arch. <br />Current estimates of the total cost of the project are around <br />$46,000, so we can manage with our match monies. - <br />Update on West Washington national Register District extension. <br />We have run into a problem --our application has now been turned <br />down twice in the first phase of.review--Technical Review. We can <br />only be reviewed in this phase three times before the application <br />has to be begun again. <br />There are along list of problems with the application as <br />submitted --including: Resource Count, Descriptions, Statement of <br />Significance, the bibliography, verbal boundary description, the <br />maps,, photographs, etc. It is in a word --muddled. Also, this <br />project is quite late --it was supposed to'be completed by the end <br />of June, 1991. We have received grant monies (1990-1991 grant <br />period) with which to accomplish the project --those monies have <br />by now been expended. <br />This nomination is in jeopardy. As soon as possible I will begin <br />the process of reviewing the application and trying to remedy the <br />problems. As the application must later pass through historical <br />review --I will also make an effort to identify and remedy any <br />potential problems there. I am in close touch with the State <br />office on this. I will update the Commission at the next meeting. <br />
