Certificates of Appropriateness <br />Mr. Pastor reported on staff -approved C. of <br />A.s: <br />a. 1154 Lincolnway East <br />Two certificates were approved for this <br />property. (1) Pour a concrete slab drive <br />with a drywell underneath to replace a <br />dirt drive. (2) Trim trees encroaching <br />on the carriage house and main house. <br />b. 1341 E. Wayne <br />Owner proposes to replace his old <br />asbestos and asphalt shingles (mixed) on <br />the roof with uniform 3 -in -1 tab asphalt <br />shingles on main roof and garage roof. <br />C. 1417 E. Wayne (Rockne House) <br />Replacement of steel casement windows. <br />Commission requested that Mr. Pastor <br />provide a list of manufacturers that make <br />steel casement windows and inquire if the <br />new windows are similar to the old. <br />d. Disclaimer <br />Ms. DeRose stated that she would review <br />the current standard C. of A. application <br />form and add a written disclaimer which <br />will state "homeowners may need <br />additional permits to make improvements <br />to home structure". <br />2. Budget & Finance <br />a. Mrs. Dixon elaborated on the budget and <br />graph included in the Commission members' <br />packets. The Commission requested that <br />Mrs. Dixon contact John Lentz, Deputy <br />County Auditor, about the county budget <br />and contact Mr. Larrison, President of <br />Board of County Commissioners, about <br />budget notices. <br />3. Legal <br />a. Mrs. DeRose spoke on the difference <br />between HPC and Code Enforcement <br />standards which would present a conflict <br />in writing maintenance standards for the <br />Commission. <br />1. The HPC standards are too lenient <br />and do not include health risks, <br />therefore, the standards would take <br />low priority in the offices of Code <br />Enforcement. <br />
