Mr. Pastor reported that the owner, Mr. Cochrane, <br />wished to replaced eight aluminum double -hung <br />sashes on the front porch with double insulated glass <br />and applied muntins. The number of windows and the <br />size of the window openings are to remain the same. <br />Mr. Pastor distributed Polaroids of the existing <br />structure. <br />Mr. Cochrane said he wanted to make the porch <br />a year-round livable space. As it is, it is too cold. <br />Mrs. Sporleder asked him to describe any other plans <br />he had for making the porch livable. He listed a <br />number of changes, all to the interior. <br />Mr. Oxian worried that the distinction between house <br />and porch might be lost. This distinction might be <br />preserved by using 1/1 double hung sashes, which would <br />contrast to the 6/1 double hung sashes on the rest of <br />the house. <br />Mr. Cochrane pointed out that the muntins were applied <br />muntins. <br />Mrs. Choitz moved to approve Mr. Cochrane's proposal; <br />Mr. Eide seconded; Mr. Oxian abstained. Motion <br />approved. <br />2. 621 Lincolnway East --Local Historic District. <br />Mr. Pastor read a five-part proposal for this house. <br />He said the case had been brought to the attention of <br />staff by the Department of Code Enforcement who had <br />sited the property for code violations. He distributed <br />photos of the house. No certificate of appropriateness <br />violations had occurred. He said he had reviewed the <br />district standards and found only one possible source <br />of problems in the proposal --the removal of the rear <br />porch addition, which would reveal part of the facade. <br />Mrs. Sporleder asked the owner, Mr. MacHatton, what <br />would be uncovered when the porch came off. He said <br />he didn't know. <br />Mr. MacHatton said he hoped to get advice from the <br />Commission architects on how to best carry out his <br />proposals. <br />Mr.Oxian advised itemizing the five parts of the <br />proposal and voting on each separately. Mr. Pastor <br />proceeded to read each staff recommendation <br />individually. <br />
