1) Required <br />Existing or original porches and steps ... shall be <br />retained or replaced by replicas of the same design <br />and materials when deteriorated beyond repair. <br />Porches and additions reflecting later architectural <br />styles, and which are important to the building's <br />historic integrity shall be retained. <br />3) Prohibited <br />Porches and steps that are important to the <br />building's style and development may not be altered <br />or removed. <br />RECOMMENDATIONS <br />The building at 621 Lincolnway East was recently -sited by the <br />City Building Department for violation of maintenance and safety <br />codes. The owner has applied for a Certificate of <br />Appropriateness to begin the repairs necessary to bring the <br />building to city code requirements. The HPC staff makes the <br />following recommendations regarding the submitted renovation <br />proposal: <br />1) The building's brick foundation is in need of tuckpointing a <br />loose and inappropriate mortar repair is present. The staff <br />suggests that,the commission allow this repair as per standards <br />II.A.(1,2,4). <br />2) The ,existing enclosed entry porch at the rear of the building <br />has foundation/settling problems and is in an overall <br />deteriorated.condition. In that the porch is of minor <br />significance:to the buildings historic integrity (see standards <br />II:D.(1,3) and cannot be seen from the street, the staff <br />recommends that it be removed. The staff suggests that the <br />commission make some kind of recommendation regarding the <br />finishing of the newly exposed portion of the rear facade. <br />3) The staff recommends that the owner be permitted to replace <br />the existing copper lok pattern asphalt shingle with 3 in 1 tab <br />asphalt shingle. I <br />4) The existing gutters are metal or aluminum half -round hanging <br />gutters with aluminum downspouts. There is nothing specifically <br />addressing gutters in the standards; replacing the existing with <br />a contemporary aluminum gutter system will have a negligible <br />effect on the building's roof profile and detailing. <br />5) The existing chimney is in deteriorated condition. The <br />original brick has spalled heavily and cannot be reused in a <br />reconstruction and the top portion of the existing has been <br />rebuilt in the last twenty years in such a way as to be <br />incompatible with the original. The staff recommends that the <br />owner be permitted to rebuild the chimney with brick that matches <br />the original in texture and color and in such a way as to <br />replicate the height and proportion of the original chimney. <br />
