No report 11 <br />7. Personnel <br />No report <br />8. Staff Reports. <br />a. Bi -monthly report. <br />No discussion. <br />V. Old Business <br />A. Proposed Certificate of Appropriateness Requirements. <br />Mr. Pastor submitted copies of updated standards, which <br />included all corrections proposed at the November meeting. <br />These would, in future, be sent to owners with'Certificate <br />of Appropriateness!application materials, and given to <br />applicants whose documentation was inadequate. <br />Mrs. Sporleder suggested using Area Plan staff to prepare <br />certificate of appropriateness documentation. Mr. <br />Holycross said he doubted they would cooperate. The <br />reason she asked, she said, was because full documentation <br />might sometimes prove costly; owners might resent having <br />to supply it. <br />Mr. Holycross saidldetailed documentation was only <br />occasionally required. <br />Mr. Eide moved to approve the requirements; Mrs. Sporleder <br />seconded; carried unanimouslv. <br />VI. Lincolnway East Secession Vote. <br />Mr. Oxian asked the Commission for a vote. Mrs. Sporleder <br />said she would like more discussion first. <br />Mrs. Sporleder said she found no compelling proof of any <br />real harm befalling anyone because of the district, or <br />because of anything the commission had done or failed <br />to do. <br />Mr. Oxian discounted most of the arguments presented <br />earlier. Only one'person, he said, had offered any <br />convincing arguments. <br />Mrs. Sporleder wondered whether it might not be best to <br />allow the secession, simply to stop the complaints. <br />However, she felt established procedure should be used to <br />change the district, instead of appeals to the council. <br />
