Ridenour DIRECTOR Dear Friend: n(%r n 2 xA APPENDIX F INDIANAPOLIS, 46204 September 26, 1986 A National Park Service program evaluation team from the Mid -Atlantic Regional Office will be in Indianapolis on.November 17-19, 1986, to conduct an on-site program review of the Indiana historic preservation office located at 202 North Alabama Street, Indianapolis, Indiana, 46204. The State program review is conducted pursuant to the requirements of the National Historic Preservation Act and covers requirements and standards in the Procedures for Approved State and Local Government Historic Preservation Programs 36 CFR 61, the National Register Programs Guideline (NPS -49), and the Secretary of the Interior's Standards and Guidelines for Archeoloov and Historic Preservation. The principal objectives of the program review will be to: 1. Determine if the State historic preservation office is operating at a satisfactory level in implementing the requirements of the National Historic Preservation Act, as amended. The program requirements are: legal authority and State Historic Preservation Officer designation, State staff and State Review Board qualifications and composition, Historic Preservation Fund grant management, the State survey, the • National Register program, comprehensive preservation planning, review and compliance, the Certified Local Government program, public education, public participation, tech- nical assistance to government agencies, and other activities such as preservation tax incentives. 2. Assess the.policies, practices, and administrative controls used by the SHPO organ- ization to: a) verify that grant funds are expended only for eligible activities that are accomplished according to Federal laws, regulations, and the terms and conditions of the Historic Preservation Fund (HPF) grants; and, b) enforce management practices to prevent fraud, waste, abuse, and mismanagement in grant -assisted activities. This office invites you or your organization to comment on State's performance in implement- ing the program requirements noted in the objectives above. All these requirements will be examined by NPS during the on-site evaluation. We ask that pertinent comments be expressed in writing and sent to: Ms. Lee Gurney, 600 Arch Street, Room 9414,'Philadelphia, Pennsylvania, 19106. Comments must be received no later than 10 working days prior to the NPS on-site evaluation. Copies of the evaluation report will be sent to each commentor by the NPS Regional Office.
