Ridenour <br />DIRECTOR <br />Dear Friend: <br />n(%r n 2 xA <br />APPENDIX F <br />INDIANAPOLIS, 46204 <br />September 26, 1986 <br />A National Park Service program evaluation team from the Mid -Atlantic Regional Office will <br />be in Indianapolis on.November 17-19, 1986, to conduct an on-site program review of the <br />Indiana historic preservation office located at 202 North Alabama Street, Indianapolis, <br />Indiana, 46204. <br />The State program review is conducted pursuant to the requirements of the National <br />Historic Preservation Act and covers requirements and standards in the Procedures for <br />Approved State and Local Government Historic Preservation Programs 36 CFR 61, the <br />National Register Programs Guideline (NPS -49), and the Secretary of the Interior's Standards <br />and Guidelines for Archeoloov and Historic Preservation. <br />The principal objectives of the program review will be to: <br />1. Determine if the State historic preservation office is operating at a satisfactory <br />level in implementing the requirements of the National Historic Preservation Act, <br />as amended. The program requirements are: legal authority and State Historic <br />Preservation Officer designation, State staff and State Review Board qualifications <br />and composition, Historic Preservation Fund grant management, the State survey, the <br />• National Register program, comprehensive preservation planning, review and compliance, <br />the Certified Local Government program, public education, public participation, tech- <br />nical assistance to government agencies, and other activities such as preservation <br />tax incentives. <br />2. Assess the.policies, practices, and administrative controls used by the SHPO organ- <br />ization to: a) verify that grant funds are expended only for eligible activities <br />that are accomplished according to Federal laws, regulations, and the terms and <br />conditions of the Historic Preservation Fund (HPF) grants; and, b) enforce management <br />practices to prevent fraud, waste, abuse, and mismanagement in grant -assisted activities. <br />This office invites you or your organization to comment on State's performance in implement- <br />ing the program requirements noted in the objectives above. All these requirements will be <br />examined by NPS during the on-site evaluation. <br />We ask that pertinent comments be expressed in writing and sent to: Ms. Lee Gurney, 600 <br />Arch Street, Room 9414,'Philadelphia, Pennsylvania, 19106. Comments must be received no <br />later than 10 working days prior to the NPS on-site evaluation.
