REPORT <br />• St. Louis Midwest Preservation Conference - March 6-8, 1986 <br />The conference took place in the 1894 Union Station, recently converted to a hotel, <br />shopping, conference, and entertainment center. It was the largest tax act <br />project in the country. <br />Tax Act Update <br />Retaining Investment Tax Credits as part of the current tax bill passed the House <br />with the 25% ITC reduced to 20%. It is now before the Senate (see the enclosed <br />A.S.A.P. Preservation for a further update on legislative and funding issues). <br />1986 National Trust Annual Mtg. <br />The 1986 Annual Meeting will be October 15-19 in Kansas City, Missouri (see <br />enclosed sheet for more information). <br />Rural Preservation <br />A 17 -minute slide/tape presentation entitled, "Rural Conservation: Preservation in <br />•a Living Landscape " is available to rent from the National Trust Midwest Office. <br />It deals with identifying the rural resources, the threats to them, and possible <br />solutions. We might want to consider it for a meeting. <br />Information Sheet <br />The latest Information Sheet published by the National Trust was distributed. It <br />deals with working with volunteers and is available in the office if you're <br />interested. <br />Certified Local Government Program <br />Over 155 communities across the country are now Certified Local Governments. In a <br />small group of representatives of Commissions discussed the implications of the <br />program. As you will recall, the CLG program involves direct involvement in <br />reviewing National Register nominations and eligibility for 10% of the State Office's <br />funding. We discussed whether a commission's involvement in the N. R. applications <br />would lengthen it and it will, but not considerably. I asked if staff at the local <br />level would need to deal with deficiencies in the applications but that will continue <br />to be the responsibility of the state staff. We also discussed whether there would <br />be interest in the CLG program if the 10% money dried up and many of us felt there <br />would not be. <br />• <br />
