n <br />Ms. Klemnec went over the proposed procedures (see Appendix <br />B). Mr. Leone Indicated how well the program has worked for <br />Code Enforcement and both he and Mrs. Schwartz felt that it <br />would work well to help enforce the Historic Preservation <br />ordinance. Mr. Oxian made a motion to accept the procedures; <br />Mrs. Choitz seconded; motion passed. <br />2) Certificate of Appropriateness Notice <br />Ms. Klemnec reported that the Certificate of Appropriateness <br />Notice Is ready for distribution. It Is an 8-1/2" x 1411, blue <br />form which will be posted on the site. <br />3) 811 Golden & 121 N. Studebaker <br />Mr. Borshoff explained the proposed solar panel installations <br />for 811 Golden and 121 N. Studebaker. The Commission felt <br />that more Information was needed and asked Mr. Borshoff to <br />bring In drawings and/or models diagraming the proposed <br />Installation for the September meeting. Mrs. Choitz made a <br />motion to table the two proposals until September; Mr. Nimtz <br />seconded; motion passed. <br />4) Firehouse Theater <br />Ms. Klemnec explained the proposed restoration of the <br />Firehouse Theater. The exterior work to be done will Include: <br />new windows and main entry door; louvered window In the second <br />floor (rear); brick cleaning; replacement of a metal <br />ventilator on the roof; restoration of existing light <br />fixtures, and brick tuckpointing If funds allow. Mrs. Choitz <br />made a motion to approve the work as presented, with either a <br />louvered window or paneled shutters acceptable for the window <br />between floors on the rear (northwest) side; Mr. Nimtz <br />seconded; motion passed. <br />5) 815 Arch <br />Ms. Klemnec reported on Mr. Beach's plans for the riverbank In <br />front of his home. He dumped concrete rubble on the riverbank <br />and proposed to use the rubble to fill a hole on the street <br />side of the river wall to prevent the wall from leaning out <br />further. Ms. Kiemnec consulted with the City Engineer on the <br />plans. He Indicated that the concrete rubble would only make <br />the problem worse in that the wall would be pushed out further <br />and that the only solution would be to rebuild the wall. Mr. <br />Oxian made a motion to require the owner to remove the rubble <br />and then either rebuild the wall or do nothing to It; Mrs. <br />4 <br />
