1) Lincolnway East <br />Mrs. Choitz reported that a meeting, sponsored by the HPu, <br />will be held on Thursday, April 19, 1984 at 7:30 p.m. for the <br />residents of Lincolnway East to answer any further questions <br />they might have about the district. Due to an error in <br />researching property owners, not all of the owners had been <br />contacted previously. These owners have been sent notices of <br />the meeting. First reading was held on the district ordinance <br />by the Common Council on April 9, 1984. There was a question <br />as to whether or not land contract owners should be contacted <br />as the legal owners and the Commission asked Ms. Kiemnec to <br />seek a legal opinion from Mr. Butler. <br />2) 601 Lincolnway East <br />Ms. Kiemnec read the letter from Ms. Kathy Barnard of the <br />Code Enforcement Department (see Appendix A) which was a <br />response to the Commission's request that the Building <br />Commissioner use the legal means available to him to require <br />the maintenance of 601 Lincolnway East. The letter outlined <br />two options: #1 to have the city order the repair of the <br />building and charge the owner and #2 to place the building in <br />a receivership. Mrs. Choitz made a motion to have Ms. <br />Kiemnec call a meeting with Ms. Leslie Choitz of Southhold <br />Restorations, Mr. Jeft Gibney of South Bend Heritage, and Ms. <br />Barnard to discuss the receivership program and it that does <br />not work that option #1 should be put into effect; Mr. Nimtz <br />seconded; motion passed, Mr. Hayes voted nay. <br />3) Historic District Committee Meeting <br />Mrs. Choitz reported that she would like to have an Historic <br />District Committee Meeting on April 24, 1984 at her home at <br />6:00 p.m. to discuss district procedures. <br />4) Riverside Drive District <br />Mr. Oxian reported that residents of the Riverside Drive area <br />had approached him about local historic district designation <br />for that area. The matter was referred to the Historic <br />District Committee. <br />c. Historic Landmarks <br />1) Second Reading for Landmark Designation of 1204 Lincolnway West <br />• 3 <br />
