6. Committee Reports <br />a. Budget & Finance — No Report <br />b. Historic Districts <br />1) Lincolnway East <br />Ms. Kiemnec reported that the Lincolnway East Historic <br />District Designation is on hold at this time in order that <br />some of the neighbors with further questions may meet with <br />members of the HPC. A meeting will be held on January 24, <br />1984 at 7:00 p.m. at 1164 Lincolnway East, the home of Tina <br />Martin, a member of the neighborhood committee. Ms. Kiemnec <br />and Mrs. Choitz will attend. <br />c. Historic Landmarks <br />No Report <br />d. Legal <br />No Report <br />e. Public Relations & Community Education <br />Ms. Kiemnec reported that she, Mr. James Conley, and Ms. Leslie <br />Choitz had a meeting on the 1984 Mayor's Conference. It will be <br />held during Historic Preservation Week, May 13 through 19, <br />probably the Tuesday of that week. The subject will be, <br />"Following the Secretary of Interior's Standards." Ms. Kiemnec <br />spoke with the Redevelopment Department and both their office and <br />the office of the Mayor will participate and cooperate. <br />f. Environmental Impact Statement <br />1) 405 W. Wayne Street <br />Ms. Kiemnec reported that she had okayed a Certificate of <br />Appropriateness for 405 W. Wayne Street. Mr. Kevin Butler, <br />the owner, had applied to have roof repairs made and a <br />sealant put on. Since she was not familiar with the effects <br />of the sealant, she told him to seek advice from the <br />architect at the State Division of Historic Preservation, Bob <br />Dinsmore. She approved the application with the stipulations <br />required by Mr. Dinsmore. <br />2) Certificate of Appropriateness <br />At the November HPC meeting, members had questioned whether <br />
