Lega I. <br />1) Report on County Ordinance Amendment <br />Ms. Kiemnec reported that the County Ordinance Amendment will come -up for <br />public hearing with _the Area Plan.Commission Tuesday, October 18, 1983.The <br />'Area Plan Commission has made'nchanges except;_to.clarify ,the_sectiono1. n,,; <br />accepting monies and facade easements. <br />e. Public Relations & Community Education - No report <br />f. Environmental Impact Statement <br />1) 507 River Avenue <br />Ms. Kiemnec indicated that she had approved a Certificate of Appropriateness <br />at 507 River Avenue for a six foot wood flush fence across the back of the <br />property line at the alley. The Commission asked her to check to see if <br />the size or placement of the fence violates building codes. Mr._Hayes <br />suggested that a disclaimer be included on the Certificate of Appropriate <br />ness application indicating that. --the Commission gives its approval for <br />only items covered in its standards and does not cover building codes, <br />zoning laws, etc. <br />2) 121 N. Studebaker <br />Ms. Kiemnec distributed specifications for work at 121 N. Studebaker which <br />is a landmark (see Appendix B). She recommended approval for al the items <br />except the foundation.- Mr. Oxian made a motion that the Commission approve <br />all the work except the foundation pargeting which will be handled sepa- <br />rately at a later date. Mr.- Hayes seconded; motion passed. <br />g. Staff Report <br />1) Small Town Survey <br />Ms. Kiemnec passed.out histories to be proof read for Notre.Dame, New <br />Carlisle, Woodland, Wyatt, Lakeville and Lydick. <br />2) Multiple Resource Area <br />Ms. Kiemnec distributed a report (see Appendix C) on the meetings with down- <br />town building owners. She reported that of those she had met with only the <br />South Bend Tribune indicated that they might object to the nomination. <br />Three building.owners did not respond to a request to meet; they were the <br />owners of the National Bank, the Chamber of Commerce, and the Remedy Company. <br />She indicated that only five owners still need to be contacted. <br />3) Industrial Buildings Project <br />Ms. Kiemnec reported that the grant for the in-depth study of South Bend <br />industrial buildings and the nomination to the National Register for the <br />Studebaker Clubhouse and trees was awarded to the Commission on September <br />28 (see Appendix D). She proposed hiring Elizabeth Straw, who has been <br />working on the.Multipie Resource Area, as the Research Assistant for the <br />project. Mr. Newburn so moved; Mr. Nimtz seconded; motion passed. <br />4) Computer Course <br />Ms. Kiemnec will <br />minutes. <br />7. Old Business - No report <br />8. New Business <br />a. School Field <br />Mr. Wasielewski <br />include a report on the Computer Course in next month's <br />requested that the staff planner survey school field. <br />
