Lega I. 1) Report on County Ordinance Amendment Ms. Kiemnec reported that the County Ordinance Amendment will come -up for public hearing with _the Area Plan.Commission Tuesday, October 18, 1983.The 'Area Plan Commission has made'nchanges except;_to.clarify ,the_sectiono1. n,,; accepting monies and facade easements. e. Public Relations & Community Education - No report f. Environmental Impact Statement 1) 507 River Avenue Ms. Kiemnec indicated that she had approved a Certificate of Appropriateness at 507 River Avenue for a six foot wood flush fence across the back of the property line at the alley. The Commission asked her to check to see if the size or placement of the fence violates building codes. Mr._Hayes suggested that a disclaimer be included on the Certificate of Appropriate ness application indicating that. --the Commission gives its approval for only items covered in its standards and does not cover building codes, zoning laws, etc. 2) 121 N. Studebaker Ms. Kiemnec distributed specifications for work at 121 N. Studebaker which is a landmark (see Appendix B). She recommended approval for al the items except the foundation.- Mr. Oxian made a motion that the Commission approve all the work except the foundation pargeting which will be handled sepa- rately at a later date. Mr.- Hayes seconded; motion passed. g. Staff Report 1) Small Town Survey Ms. Kiemnec passed.out histories to be proof read for Notre.Dame, New Carlisle, Woodland, Wyatt, Lakeville and Lydick. 2) Multiple Resource Area Ms. Kiemnec distributed a report (see Appendix C) on the meetings with down- town building owners. She reported that of those she had met with only the South Bend Tribune indicated that they might object to the nomination. Three building.owners did not respond to a request to meet; they were the owners of the National Bank, the Chamber of Commerce, and the Remedy Company. She indicated that only five owners still need to be contacted. 3) Industrial Buildings Project Ms. Kiemnec reported that the grant for the in-depth study of South Bend industrial buildings and the nomination to the National Register for the Studebaker Clubhouse and trees was awarded to the Commission on September 28 (see Appendix D). She proposed hiring Elizabeth Straw, who has been working on the.Multipie Resource Area, as the Research Assistant for the project. Mr. Newburn so moved; Mr. Nimtz seconded; motion passed. 4) Computer Course Ms. Kiemnec will minutes. 7. Old Business - No report 8. New Business a. School Field Mr. Wasielewski include a report on the Computer Course in next month's requested that the staff planner survey school field.
