Committee Reports <br />a. Budget & Finance <br />Ms. Kiemnec reported that the County Budget for 1984 had been frozen. She also <br />distributed a budget report from the May 9 Mayor's Conference (see Appendix A). <br />b. Historic Districts <br />1)- 601 Lincolnway East <br />Ms. Kiemnec reported that a hearing on June 6 with the Code Enforcement <br />Department was attended by a representative of John Freidline who indi- <br />cated that he had a potential tenant for.the building. The Hearing Officer <br />set July 6, 1983 as the deadline to have the building secured for public <br />safety; August 6, 1983 as the deadline for making exterior improvements; <br />and August 30, 1983 as the deadline for correcting interior violations. <br />c. Historic Landmarks <br />1) Second Reading on Landmark Designation of 1133 North Allen <br />Mrs. Sporleder made a motion that 1133 North Allen Street be declared a <br />landmark by ordinance and sent to the Common Council; Mr. Hayes seconded; <br />motion carried. <br />2) 52220 Gumwood <br />Mr. Oxian reported that the landmark building at 52228 Gumwood still has the <br />unauthorized, large classical revival porch. Mr. Oxian made a motion to <br />send the owner, Mr. John Whitaker, a letterasking him to inform the HPC <br />of his intentions for the porch which is in violation of the landmark status. <br />The letter would be registered and ask for a response by August 15, the date <br />of the Commission's August meeting. It would further state that if he does <br />not respond by that time, the HPC would appeal to the County Council on <br />September 13 to request rescission of the landmark designation as well as <br />the benefits that go with it. Mrs. Choitz seconded the motion; it passed. <br />3) 1125 E. LaSalle <br />The Commission reviewed a request by the owner of 1125 E. LaSalle, Mrs. Mary <br />Mellow, for landmark status for her home. The building was not included on <br />the South Bend survey because it was extensively remodeled in the 40s with <br />new shingle siding, removal of the bargeboard, and the addition of a new oc- <br />tagonal window on the second floor. Mrs. Sporleder made a motion that the <br />HPC write to the owner explaining that her house cannot be included on the <br />survey or designated as a landmark because of its extensive changes unless <br />she can provide documented proof that the house is significant for historic <br />
