Budget & Finance a <br />1) Mr. Newburn reported that/5% raise in the HPC's 1983 budget passed the <br />County Council. He recommended that -the entire amount go to the Planner's <br />salary. The matter was referred to the Personnel Committee. <br />b. Historic Districts <br />1) Ms. Kiemnec reported that 605 Lincolnway East was torn down by the city <br />as a substandard building and 617 will come down within a month. <br />c. Historic Landmarks <br />1) Second Reading.for Landmark Designation of 1329 .East Washington <br />Ms. Kiemnec reported that the Commission has received permission from <br />the.:owner to declare his house a landmark. Mr. Oxian made a motion <br />that 1329 E. Washington be declared a landmark by ordinance and sent <br />to the Common Council; -Mrs. Choitz seconded; motion passed. <br />2) Plaques <br />Mr. Oxian reported that the Committee of Former Central High School <br />Teachers would like a plaque for Central High School since it is now <br />a landmark. Mr. Newburn suggested that one of the past graduating <br />classes might donate such a plaque.- <br />It <br />laque.- <br />It was also suggested that form letters be sent to owners of homes <br />declared landmarks after final council action._ There was also dis- <br />cuss -ion on whether all landmark owners should receive certificates, <br />but the matter was referred to the Landmarks Committee. <br />d. Legal <br />1) Ordinance Amendment <br />Ms. Kiemnec reported that the HPC Ordinance Amendment will be reviewed <br />by the Area Plan Commission on September 21, 1982. Mr. Kevin Butler, <br />HPC's attorney, will represent us at that meeting.. She apprised the <br />Commission that the Legal Committee had added a clause in Section <br />21-117.2 (j) to indicate that the acceptance of gifts, grants, legacies, <br />bequests, endowments, monies and preservation easements would be for <br />the purpose of the preservation of Historic Landmarks and Historic <br />Districts. <br />e. Public Relations& Community Education <br />No report. <br />f. Environmental Impact, -Statement .. - I` .: :: <br />1) Certificate of Appropriateness for 5.52 River Avenue <br />Ms. Kiemnec reported that the owners wished to replace a gravel drive- <br />way with concrete and she gave.a preliminary approval. Mr. Oxian made <br />a motion to approve the -Certificate of Appropriateness for 552 River <br />Avenue; Mr. Newburn seconded; motion passed. <br />2) Certificate of Appropriateness for 730 East Bronson <br />Ms. Kiemnec reported that the owner wished to replace a former shed <br />- with -one that -is -12' x 9', -with an asphalt, gable roof, vertical, <br />
