September 15, 1980 <br />Page 3 <br />• Legal <br />Mr. Stamper presented a letter from commission member, Ruth Price, <br />on enabling legislation from the federal government giving 10% of <br />state funding to "certified commissions". A letter fom the may and/or <br />the city council needed to certify a commission. Mr. Wasielewski <br />stated Mr. Allsop will attend the next meeting to discuss the <br />implications of this legislation. <br />Public Relations and Community Education <br />No report. <br />Environmental Impact <br />Mr. Stamper read into the minutes the letter sent to Mr. Joseph <br />Kernan, concerning the impact of the new Ethanol plant on historic <br />structures. No negative effect was found. <br />Presidential Report <br />Mr. Wasielewski stated a Certificate of Appropriateness was issued to <br />Tippecanoe Place for fencing around enlarged freezer space. <br />Mr. Wasielewski discussed a city status conference held at Century <br />Center on upcoming projects in South Bend (Ethanol Plant, Century <br />Mall, East Race, First Bank). <br />No further report. <br />Staff Report <br />Mr. Stamper presented a discussion on funding volunteer Mrs. Sylvia <br />Gillis for time spent on the city survey. <br />Mr. Oxian moved, seconded by F.Jay Nimtz, that funding be appropriated <br />for Mrs. Sylvia Gillis. Motion carried. <br />7. Old Business <br />Mr. Stamper stated that payment of registration fees for the National <br />Trust for Historic Preservation Conference will be made by the <br />County Commission. <br />8.
