The DNR grant will <br />be used for publication costs. Mr. Newburn moved and Mr. Oxian seconded <br />that the letters be sent. The motion carried. <br />Budget and Finance <br />No Report <br />Historic Districts and Standards <br />President Wasielewski recognized two neighborhood groups present, <br />that desire historic district status. <br />Mr. DeLaurelle of Edgewater Place expressed concern n the imet�e <br />for designation of Edgewater Place, as an Historic district Mr.;�� <br />Wasielewski stated that designation will follow completion of the 1111711�1, <br />city survey and standards for historic districts. It will be <br />approximately 4-5 months' indad'ana I n b� r..3 Ccu J <br />Mrs. TenBroeck questioned what protection could be achieved with <br />historic district designation, from commercial encroachments. Mr. <br />Wasielewski stated that historic district status is only an overlay <br />• and cannot change present zoning. Mrs. Sporleder stated the Building <br />Department can be alerted that district status is pendtng on <br />Edgewater Place, when reviewing demolition permits. <br />Mr. Oxian moved that the initial procedure for the establishment <br />of the Edgewater Place Historic District should begin. The boundaries <br />will be Lincoln Way East, St. Joseph River, Monroe St., and the <br />Cooper St. Bridge. The motion was seconded by Mr. Newburn, and it <br />carried. <br />The West LaSalle Neighborhood Group represented by David Gibney, <br />presented the Commission with a petition bearing signatures of over <br />50% of the homeowners in the West LaSalle district seeking historic <br />district status. The boundaries would be tentatively set at <br />Chapin St., William St., and the alleys behind LaSalle on the north <br />and south. Mr. Wasielewski stated this was the initial step in the <br />designation of the West LaSalle district. Mrs. Sporleder asked that <br />further study be done by the group on goals, qualifications, boundary, <br />history, and definition of the district. Mr. Oxian stated a committee <br />of three individuals should represent the West LaSalle area in <br />dealing with the Historic Preservation Commission. <br />Mr. Oxian moved that the petition from the West LaSalle Neighborhood <br />Group be accepted as a preliminary move towards designation. The <br />motion was seconded by Mr. Reinke and it was passed. <br />• Mr. Wasielewski read into the minutes a letter from Mr. Hays concerning <br />designation for the East Jefferson neighborhood (Appendix 1). Mr. <br />Oxian stated that the proceedure for East Jefferson should be similar <br />to that for the West LaSalle area. <br />
