` August 7/, 1981 <br />Page 4 <br />/3\ 609 Lincqlnway East <br />Mr. Stamper stated that the Commission's petition for a stay of <br />demolition of 809 LYnco7nway East was heard at the Common Council's <br />August public hearing. The Bureau of Substandard Housing agreed <br />to a compromise delay of four months, until December lOth. A mo- <br />tion was made before the Council; however, it was withdrawn at the <br />i��� advice of City Attorney Richard Hill in order to excuse the Council <br />— of any liability claims that could arise. <br />Mrs. Price stated that she and Miss Klamnec have reviewed the zo- <br />ning restrictions of the area and further, she stated that a <br />letter has been sent to the City Building Commissioner asking for <br />a clarification. Mrs. Price further read into the minutes a letter <br />proposed to be sent to Southold Heritage Foundation and Southhold <br />Restorations to sae if there is interest on their part to parti- <br />cipate in the rehabilitation of the houses. The latter outlines <br />four alternative solutions that one or both of these private organ- <br />izations may be interested in pursuing. <br />b. Allow demolition and clear the sites for new but <br />compatible design. <br />0 b. Allow moving and rehabilitation of the structures. <br />c. Have Substandard Housing place one or all of the <br />properties into receivership with a non-profit <br />corporation. The non-profit would become the <br />developer providing capital for rehabilitation <br />and management. All revenues from the venture <br />would be used to pay off the indebtedness and when <br />the non-pje6fi t I �rcapItel Ys rep] aced, the property <br />would revert back to the property owner. The non- <br />profit would be able to charge a fee for its services <br />and Substandard Housing may provide some funding for <br />exterior rehabilitation which would be charged against <br />the owner. <br />d. A combination of parts of the above would be to sacri- <br />fice the poorer buildings and attempt to help the <br />owner/developer build something new. <br />It was recommended by Mrs. Sberk that the Edgewater Placa His- <br />toric District Liaison Committee comment on this letter and <br />that they send a supporting letter to the two non-profit or- <br />ganizations. Mr. Oxian moved that the 1jetter be sent. The <br />motion was seconded by Mrs. Spor1ader and it passed unanimously. <br />
