RESOLUTION NO. 9 A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY, INDIANA, ESTABLISHING A PROCEDURE FOR THE ZONING OF HISTORIC PRESERVATION DISTRICTS WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph County, Indiana, is charged with the responsibility of surveying, identi- fying, planning for, and advising the legislative bodies of the City of South Bend and St. Joseph County and the Area Plan Commission concerning the zoning of Historic Preservation Districts under the provisions of the Zoning Ordinances of the City of South Bend and St. Joseph County; and WHEREAS, the Historic Preservation Commission deems it necessary to estab- lish a procedure for the zoning of Historic Preservation Districts; NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY, INDIANA, THAT THE FOLLOWING PROCEDURE SHALL BE ESTABLISHED FOR THE ZONING OF HISTORIC PRESERVATION DISTRICTS: 1. The nomination of an Historic Preservation District located in the City of South Bend or in St. Joseph County may be initiated by the Historic Preservation Commission or by the general public. The application for nomination shall be filed with the Historic Preservation Commission on the form prescribed by the Commission. This nomination form shall in- clude the following: 1. Name of the District. 2. District boundries. 3• Complete list of owners' addresses. 4. Map of the District. 5. Title and description of the neighborhood association, its officers and their means of selection; if no such neighbor- hood association exists then the historic district committee, its members and their means of selection should be included. 6. Statement of the neighborhood organization or committee goals. 7. Statements of reasons for Historic District designation. Neighborhood representation shall be established which may be recognized by the Historic Preservation Commission, and if so accepted, shall be forwarded to the Historic Districts Committee for study and evaluation. 2. The Historic Districts Committee shall study and evaluate the application for nomination. The Committee's study shall involve the preparation of a dossier on each building, structure, object, and site, including a map, located in the area proposed for zoning as an Historic Preservation District, and including photographs, histories and detailed descriptions 10 of structures rated 11 and above.
