RESOLUTION NO. 9 <br />A RESOLUTION OF THE HISTORIC PRESERVATION <br />COMMISSION OF SOUTH BEND AND ST. JOSEPH <br />COUNTY, INDIANA, ESTABLISHING A PROCEDURE <br />FOR THE ZONING OF HISTORIC PRESERVATION <br />DISTRICTS <br />WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph <br />County, Indiana, is charged with the responsibility of surveying, identi- <br />fying, planning for, and advising the legislative bodies of the City of <br />South Bend and St. Joseph County and the Area Plan Commission concerning <br />the zoning of Historic Preservation Districts under the provisions of the <br />Zoning Ordinances of the City of South Bend and St. Joseph County; and <br />WHEREAS, the Historic Preservation Commission deems it necessary to estab- <br />lish a procedure for the zoning of Historic Preservation Districts; <br />NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF <br />SOUTH BEND AND ST. JOSEPH COUNTY, INDIANA, THAT THE FOLLOWING PROCEDURE SHALL <br />BE ESTABLISHED FOR THE ZONING OF HISTORIC PRESERVATION DISTRICTS: <br />1. The nomination of an Historic Preservation District located in the City <br />of South Bend or in St. Joseph County may be initiated by the Historic <br />Preservation Commission or by the general public. The application for <br />nomination shall be filed with the Historic Preservation Commission on <br />the form prescribed by the Commission. This nomination form shall in- <br />clude the following: <br />1. Name of the District. <br />2. District boundries. <br />3• Complete list of owners' addresses. <br />4. Map of the District. <br />5. Title and description of the neighborhood association, its <br />officers and their means of selection; if no such neighbor- <br />hood association exists then the historic district committee, <br />its members and their means of selection should be included. <br />6. Statement of the neighborhood organization or committee goals. <br />7. Statements of reasons for Historic District designation. <br />Neighborhood representation shall be established which may be recognized <br />by the Historic Preservation Commission, and if so accepted, shall be <br />forwarded to the Historic Districts Committee for study and evaluation. <br />2. The Historic Districts Committee shall study and evaluate the application <br />for nomination. The Committee's study shall involve the preparation of <br />a dossier on each building, structure, object, and site, including a <br />map, located in the area proposed for zoning as an Historic Preservation <br />District, and including photographs, histories and detailed descriptions <br />10 of structures rated 11 and above. The Commission shall evaluate the pro- <br />posed Historic Preservation District with respect to: <br />Its character, interest, and value as part of <br />
